It is clearly stipulated that bus passenger lines are divided into four types of passenger lines according to the business area.

Passenger transport management:

1. clearly stipulates that passenger transport operators shall engage in passenger transport business activities in accordance with the licensing matters decided by the road transport management institution, and shall not transfer or lease the road transport business license.

2. Road passenger lines belong to state-owned public resources. After obtaining the business license, the bus passenger transport operator shall provide continuous transport services to the public, and shall not suspend, terminate or transfer the line transport without authorization.

3. The passenger bus shall run in accordance with the permitted origin and destination, the lower limit of daily shifts and the recorded routes, and get on and off passengers at the origin and destination passenger stations and midway stops at passenger stations (hereinafter referred to as passenger distribution stations).

4. The passenger bus shall not carry passengers outside the designated passenger configuration site or along the way, and shall not change the route without justifiable reasons.

5. Under the premise of observing the laws and regulations related to road traffic safety and urban management, the passenger shuttle bus can pick up and drop off passengers along the way in the urban area and county where the destination and stop are located.

6. Passenger transport operators shall not force passengers to take buses, deliver passengers to others for transportation, dump passengers, extort passengers, use buses of lower types and grades than prescribed, or hinder the normal business activities of other operators.

Legal basis: Regulations on the Administration of Road Passenger Transport and Passenger Stations

Article 3 The road passenger transport business mentioned in these Provisions refers to the commercial road passenger transport activities that use buses to transport passengers and provide services to the public, including shuttle bus (overtime bus) passenger transport, chartered passenger transport and tourist passenger transport.

(1) Shuttle passenger transport refers to a mode of passenger transport in which buses run on urban and rural roads according to a fixed line, time, station and frequency. Overtime bus passenger transport is a supplementary form of bus passenger transport, and it is a way to temporarily increase or allocate bus operation according to the lines and stations of the passenger bus when the passenger bus cannot meet the needs or operate normally.

(2) Chartered passenger transport refers to a mode of passenger transport in which passenger cars are chartered to users for the purpose of transporting group passengers, driving services are provided, and the chartered users pay the fees uniformly according to the agreed departure place, destination and route.

(3) Tourist passenger transport refers to the mode of passenger transport that operates in tourist attractions (spots) or has at least one destination in tourist attractions (spots) for the purpose of transporting tourists for sightseeing.

The term "passenger station operation" as mentioned in these Provisions refers to the business activities of providing relevant transportation services for road passenger transport operators and passengers relying on the station facilities.

Thirty-fourth passenger transport operators shall engage in passenger transport business activities in accordance with the licensing matters decided by the road transport management institution, and shall not transfer or lease the road transport business license.

Thirty-fifth road passenger lines belong to state-owned public resources. After obtaining the business license, the bus passenger transport operator shall provide continuous transport services to the public, and shall not suspend, terminate or transfer the line transport without authorization.

Article 36 In special periods such as major events, holidays, Spring Festival travel rush peak, tourist peak season or emergencies, if the passenger transport operators cannot meet the demand for transport capacity, the road transport management institution may temporarily call the operating buses and social non-operating buses with vehicle technical level not lower than Grade II to operate chartered buses or overtime buses. Non-operating buses run with certificates issued by road transport management institutions at or above the county level.

Thirty-seventh passenger bus should be operated according to the permitted destination, the lower limit of daily departure frequency and the recorded route, and get on and off passengers at the destination passenger station and the midway passenger station (hereinafter referred to as the passenger allocation station).

Passenger bus shall not carry passengers outside the designated passenger configuration site or attract passengers along the way, and shall not change the route without justifiable reasons. Under the premise of observing the laws and regulations related to road traffic safety and urban management, the passenger shuttle bus can pick up and drop off passengers along the way in the urban area and county where the destination and stop are located.

During major events, the passenger bus should get on and off passengers at the station according to the passenger configuration designated by the relevant road transport management institution.
