As a national key development and opening-up area, Changjitu Development and Opening-up Pilot Area will have a historic impact on the development, opening-up and revitalization of Jilin. Speeding up the opening-up and economic development of Chang-Ji-Tu area and giving full play to the important role of Chang-Ji-Tu pilot area in Northeast China will greatly promote the comprehensive revitalization of Jilin and Northeast old industrial bases.

Changjitu is the superposition of the most potential opening advantages, the most dynamic economic growth advantages and the most attractive resource advantages in Jilin Province. It is expected to become the first brand of opening up and attracting investment in Jilin Province, and the key trump card to achieve comprehensive revitalization. It will certainly have a long-term impact on the future development of our province, and will also play a positive role in demonstrating the opening up of inland provinces, accelerating the development and revitalizing the old industrial bases. It is also of great significance to improve China's strategic position in Northeast Asia. Changjitu is located in the geographical and geometric center of Northeast Asia and the center of the New Eurasian Continental Bridge. Tumen River is the closest waterway from the inland of China to the Sea of Japan. The lower reaches of Tumen River are located in the central part of Northeast Asia, adjacent to China, Russian Federation and North Korea. It is the intersection of horizontal and vertical division of labor in Northeast Asia, and it is recognized as one of the most potential economic regions in the world. Hunchun City is located in the core of the Northeast Asian economic circle around the Sea of Japan, only 2 kilometers away from the Sea of Japan recently. There are free trade zones and free economic zones in Russia and North Korea, and excellent seaports in Russia and North Korea 10. As a coastal province in Northeast China, Jilin Province has typical characteristics of coastal provinces. Although the history, culture, resources and environment of China's coastal provinces are different, Changjitu is the most important grain production base in China, and its economic development level and economic structure are similar. Most industries are high-level and high-tech advanced manufacturing industries such as automobiles, high-speed rail transit, petrochemicals and biopharmaceuticals, but the infrastructure is backward, the openness to highly developed Europe, America, Japan and South Korea is very low, the constraints of planned economic system are more prominent, and the establishment of market economic system is relatively slow. The establishment of Changjitu can form an overall layout with Hunchun as the window, Yanji-Longjing-Tumen as the frontier, Changji-Jilin as the engine, and the northeast hinterland as the support, and create a new portal for the opening up of the northeast region, which can not only enhance the attraction of Jilin Province to the capital of the world's top 500 multinational companies in Europe, America, Japan and South Korea, but also improve the extroversion, the internationalization level and international competitiveness of Jilin Province's economy, promote the benign interaction between the coast and the hinterland, and create an all-round opening up of Jilin Province and even the northeast region. Therefore, it is driving and exemplary to build Changjitu into a pilot area, a new industrial demonstration area and an eco-economic functional area for the opening up of the northeastern coastal provinces of China, to create a new model for the opening up of the mainland, to coordinate the domestic development with the opening up, and to explore new ways for the development and accelerated development of the northeastern coastal provinces, and to realize the overall development strategy of the country. From 2003 to 2006, since the revitalization of Northeast China, the GDP of the three northeastern provinces has grown at an average annual rate of 12.6%, which is 2.6 percentage points higher than the national average. Jilin Province is located in the northeast of China. Changji Economic Zone has the dual characteristics of an old industrial base and a major agricultural producing area. It is located in the middle of the main axis of Harbin-Daqing-Qiqihar in the northeast, which can connect Liaoning and Heilongjiang provinces vertically, connect the Sea of Japan horizontally through Hunchun, connect the eastern Inner Mongolia Autonomous Region and Mongolia through Baicheng, and then connect the developed countries in Europe through Mongolia and Russia. Changji region should play a direct hinterland role in supporting the regional cooperation and development of Tumen River, selectively transfer relevant supporting industries to frontier and window areas, and support and encourage enterprises to develop the new Maritime Silk Road and the new Eurasian Continental Bridge by using the external channels of Japan Sea-Changchun and Northeast Asia around the European Union. It is necessary to speed up the upgrading of industrial level, cultivate and expand leading enterprises, focus on promoting the construction of various development zones and county industrial concentration areas, and make every effort to build eight new industrial bases with independent innovation capability and core competitiveness, such as automobiles, petrochemicals, agricultural products processing, photoelectric information, building materials, equipment manufacturing, biology and new materials.

Automobile industry. Further support Changchun FAW to enter the ranks of world-class multinational companies, and consolidate Changchun FAW's leading position among the world's top 500 enterprises. Continuously enhance the production capacity of sagitar, Bora, Magotan, Golf, Audi, Pentium, Jiefang, Hongqi and other cars with independent intellectual property rights that are deeply loved by consumers, improve the localization rate of automobiles, and focus on projects such as increasing the production of one million vehicles, building special vehicle bases, developing new energy vehicles, and cultivating 100 specialized parts enterprise groups.

Petrochemical industry. Support PetroChina Jihua Company to actively promote the diversification of raw materials, product deepening and industrial extension of petrochemical industry, build Jilin Chemical Circular Economy Demonstration Park, highlight the development of six major industries: basic chemical industry, new chemical materials, supporting chemical industry, chemical fiber textile, biochemical industry and natural gas chemical industry, and promote the construction of ten million tons of oil refining and one million tons of ethylene projects in Jihua.

Agricultural products processing industry. Equipment manufacturing. Plan, publicize and promote a number of national first-class brand-name tourism products, build an internationally renowned tourism destination and a domestic tourism activity center integrating ecology, folklore and ice and snow, and form a unique transnational cross-border sea-watching and summer forest scenic tourism industrial belt in Northeast Asia.

Give full play to the national customs and historical and cultural characteristics of Guandong in the region, strengthen the construction of cultural industry facilities and bases, and build the Northeast Animation Creative Industry Center. Relying on the existing cultural and creative industrial parks in Changchun, Jilin and Yanbian, we will focus on building multi-functional cultural and creative industrial bases such as film and television, song and dance, automobile culture and rail transit culture, publishing and printing, art circulation, artistic creation and exhibition.

Service outsourcing industry.
