It is a young industrial city born because of the "third-line construction". After 1978, two special economic zones were cancelled to set up counties, and one was retained to this day, namely Liuzhi Special Economic Zone. At the end of 20 13, the city's land area was 9,965 square kilometers, and it governed four county-level administrative regions with a permanent population of 2.859 million, and its per capita GDP was second only to that of Guiyang, the provincial capital.

Liupanshui is located at the junction of Yunnan and Guizhou provinces, the watershed between the upper reaches of the Yangtze River and the Pearl River, and on both sides of the south and north Panjiang River basins, and is rich in mineral resources. With convenient transportation, it is one of the important railway hub cities and logistics distribution centers in southwest China. Appraised by meteorologists in China in 2005, it became the first city brand in China to make use of climate resources.
