According to the spirit of the document "Opinions on the Use and Management of Reserved Land for Urban Village Development" (Yong Zheng Ban Fa [2002] No. 268) of the Municipal Government General Office, the Municipal Government Meeting decided that in 2005 Two-thirds of the land reserved for village development that was previously acquired from Jiangdong District was arranged in the area west of Century Avenue. Part of it is within the scope of this adjustment. The base floor area ratio is 2.2. The nature of the land is mainly for tertiary industries such as commercial and financial land.

The arrangement of reserved land for village development will change the content of Jiangdong zoning plan. In order to ensure the seriousness of the planning and the rationality and operability of land use adjustment, partial adjustments to the zoning plan are required.

4. Road traffic

The road network adjustments mainly include: the original planned branch road corresponding to the entrance of Xingfuyuan Community is no longer connected to Fuming Road. The branch road connecting to Fuming Road was changed to one on the south side, and the alignment was appropriately adjusted; it was extended along the Houtang River to connect with the Century Avenue auxiliary road. In order to provide Century Oriental with a larger planning and architectural design space, the branch roads have uncertain line shapes, and only entrances and exits are reserved at Ningchuan Road and Zhongshan Road.

The main adjustments to transportation facilities include: the originally planned parking lot (garage) in the triangle area will be moved north to the intersection of Canghai Road and the branch road.
