Small and micro enterprises and individual industrial and commercial households in the service industry play an important role in prospering the market, promoting employment and maintaining stability. Recently, affected by adverse factors such as the impact of the epidemic, small and micro enterprises and individual industrial and commercial households in the service industry have difficulties in operating and are facing a severe survival crisis.

In order to effectively help the service industries with difficulties to resume development and tide over the difficulties, the General Office of the State-owned Assets Supervision and Administration Commission recently issued the Notice on Doing a Good Job in Rent Reduction and Exemption for Small and Micro Enterprises and Individual Industrial and Commercial Households in the Service Industry in 2022 (hereinafter referred to as the Notice), requiring all central enterprises to actively implement the rent reduction and exemption policy requirements, effectively reduce the operating burden of small and micro enterprises and individual industrial and commercial households in the service industry, and highlight the responsibility of central enterprises at a critical moment.

The notice made it clear that for small and micro enterprises and individual industrial and commercial households in the service industry who rent the houses of central enterprises in the county-level administrative areas listed as epidemic-prone areas (according to the national administrative division standards), the central enterprises will reduce their rents for six months in 2022 (if they are listed as epidemic-prone areas in the fourth quarter, they will reduce their rents for six months in full by withdrawing rents in the current year or reducing rents in the next year), and other areas will reduce their rents for three months.

In order to speed up the effectiveness of rent reduction and exemption, the Notice requires that the general reduction and exemption of rent for three months should strive to actually complete the main work in the first half of the year, and the supplementary reduction and exemption of rent for three months should be completed within two months after being classified as a medium-high risk area.

In addition, in terms of improving the supervision and inspection methods, the notice requires that all central enterprises should earnestly assume the main responsibility, formulate the implementation plan for rent reduction, and strictly examine and approve the process to be efficient, convenient, standardized and orderly. Tenants who do not meet the conditions shall not be exempted or arbitrarily exempted. If the central enterprises have an impact on the current operating performance due to the implementation of the rent reduction and exemption policy, SASAC will exclude it from the assessment.
