Measures for the administration of quality grade evaluation of tourist attractions

Article 1 These Measures are formulated in order to fully implement the quality rating of tourist attractions, standardize the quality rating procedures of tourist attractions and promote the development of tourist attractions. Article 2 The quality grade evaluation of tourist attractions shall be conducted according to the national standard of People's Republic of China (PRC), Classification and Evaluation of Quality Grade of Tourist Attractions (GB/T 17775-2003) and relevant evaluation rules promulgated by the National Tourism Administration. Article 3 The quality grading of tourist attractions shall follow the principles of voluntary declaration, grading evaluation, dynamic management and classified guidance. Article 4 All tourist attractions that have been engaged in tourism business for more than one year in People's Republic of China (PRC), including scenic spots, museums, temples, tourist resorts, nature reserves, theme parks, forest parks, geological parks, amusement parks, zoos, botanical gardens and industrial, agricultural, economic and trade, science and education, military, sports, cultural and artistic tourist attractions, may apply to participate. Article 5 The quality grade evaluation of tourist attractions refers to the evaluation of tourist attractions with independent management and service institutions, and internal tourist attractions such as gardens and scenic spots are not evaluated separately. Article 6 The National Tourism Administration is responsible for formulating the standards and detailed rules for the quality grades of tourist attractions, and supervising and inspecting the implementation of the standards for quality grades. Article 7 The National Tourism Administration shall organize the establishment of the National Tourism Scenic Spot Quality Rating Committee. The National Tourism Scenic Spot Quality Rating Committee is responsible for the organization and management of the national tourism scenic spot quality rating work.

Provincial tourism administrative departments shall organize the establishment of local tourist attractions quality rating committees and report them to the national tourist attractions quality rating committees for the record. Entrusted by the National Scenic Spot Quality Rating Committee, the Provincial Scenic Spot Quality Rating Committee organizes and manages the corresponding scenic spot quality rating work. Article 8 The 3A-level, 2A-level and 1A-level tourist attractions shall be evaluated by the Provincial Tourist Attractions Quality Rating Committee entrusted by the National Tourist Attractions Quality Rating Committee. The quality rating committee of provincial tourist attractions may entrust the quality rating agencies of prefecture-level tourist attractions with mature conditions.

4A-level tourist attractions are recommended by the Provincial Tourist Attractions Quality Rating Committee and evaluated by the National Tourist Attractions Quality Rating Committee.

5A-level tourist attractions are produced in 4A-level tourist attractions. Only those who have been declared as 4A-level tourist attractions for more than one year can declare 5A-level tourist attractions. The 5A-level tourist attractions are recommended by the provincial tourist attractions quality rating committee, and the national tourist attractions quality rating committee organizes the evaluation. Ninth levels of tourist attractions quality rating work in accordance with the "creation, application, evaluation and announcement" procedures. Tenth units involved in the creation of quality grade tourist attractions shall, in accordance with the requirements of national standards and evaluation rules, formulate the creation plan, clarify the responsibility objectives and implement the various measures for the creation. Eleventh tourist attractions in the creation plan is completed, self-examination. If the self-inspection results reach the tourist attractions specified in the corresponding grade standards and detailed rules, fill in the "Report on Quality Rating of Tourist Attractions" and apply to the local tourist attractions quality rating agencies for evaluation. Approved by the local tourist scenic spot quality rating agencies, it is recommended to the higher-level tourist scenic spot quality rating agencies to participate in the formal evaluation of the corresponding quality grades. Twelfth on-site assessment by the assessment team appointed by the quality rating agencies of tourist attractions. The assessment team conducted on-site assessment by means of on-site inspection, data review and sampling survey. Thirteenth scenic spots that meet the standards after on-site evaluation shall be recognized by the quality rating agencies responsible for the evaluation of scenic spots and announced to the public. Fourteenth national tourist attractions quality rating committee shall promptly publish the list of new tourist attractions at all levels. Fifteenth scenic spot quality rating field work should be undertaken by inspectors with corresponding qualifications. According to the types and characteristics of the resources of the tourist attractions to be evaluated, there should be corresponding experts as members of the evaluation team. Sixteenth tourist attractions quality inspectors are divided into national inspectors and local inspectors. State-level inspectors are appointed by the National Tourism Scenic Area Quality Rating Committee. Local inspectors shall be appointed by the provincial quality rating committee of tourist attractions. Seventeenth inspectors should accept the supervision of tourist attractions, not favoritism. The quality rating agencies of tourist attractions at all levels should strengthen the supervision and management of inspectors and disqualify inspectors who violate the rules. Eighteenth commissioned by the tourist attractions quality rating agencies in violation of regulations, the superior rating agencies can revoke the authorization of the highest rating agencies. Nineteenth levels of tourist attractions quality rating agencies to carry out supervision and inspection and evaluation of scenic spots. Supervision and inspection shall be carried out by focusing on spot checks, regular unannounced visits, social surveys and listening to tourists' feedback. A comprehensive review should be conducted at least once every three years. Twentieth grade evaluation work is mainly organized and implemented by the Provincial Quality Grade Committee. The National Quality Rating Committee conducted a planned and focused review. Twenty-first scenic spots that do not meet the requirements after examination, or scenic spots that have received major complaints from tourists, shall be handled in the following ways:

1. According to the specific situation, the corresponding quality rating committee will issue a warning notice, informed criticism, reduce or cancel the rating. For scenic spots that have been cancelled or downgraded, the corresponding assessment agencies shall make an announcement to the public.

2, tourist attractions received a warning notice, informed criticism, reduce or cancel the rating notice, must be seriously rectified, and report the situation to the corresponding rating agencies within the prescribed time limit.

3, where the level of qualification has been reduced or cancelled tourist attractions, shall not re apply for a new level of qualification within one year from the date of reduction or cancellation.
