When was the Tourism Law promulgated?
The reasons for the emergence of tourism law:
1. Subjective factors: disposable income, leisure time, travel motivation.
2. Objective factors: rich tourism resources and supporting tourism services.
3. Basic conditions: economic development and social progress.
Tourism law is the general name of the legal norms regulating various social relations in the field of tourism activities, that is, the sum of various legal norms regulating tourism legal relations. The emphasis here on "the general name of various legal norms" shows that the concept of tourism law is broad. Including the narrow Tourism Law of the People's Republic of China and other relevant laws and regulations regulating various legal relations in tourism activities, as well as the one-way tourism administrative regulations and departmental rules formulated and promulgated by the State Council and the tourism authorities.
The Tourism Law establishes the basic system of tourism management. For tour operators, the law defines the licensing conditions, business scope and business rules of travel agencies, stipulating that travel agencies shall not make false propaganda, arrange projects that violate laws and social ethics, organize tourism activities at unreasonably low prices, designate specific shopping places, arrange other paid projects, ask tour guides to pay or collect fees, or default on tour guides' wages or service fees. For tourism professionals, the working conditions are clearly defined by law, requiring tour guides and tour leaders to hold certificates, and providing services for tourists must be appointed by travel agencies. Tour guides and tour leaders are not allowed to change the travel itinerary or suspend service activities without authorization, not to ask tourists for tips, and not to induce, deceive or force tourists to shop or participate in other paid projects.

Article 1 This Law is formulated for the purpose of protecting the legitimate rights and interests of tourists and tour operators, standardizing the order of the tourism market, protecting and rationally utilizing tourism resources, and promoting the sustained and healthy development of tourism.
Article 2 This Law shall apply to tourism activities in the form of sightseeing, vacation and leisure, as well as business activities providing related services for tourism activities within and outside People's Republic of China (PRC).
Article 3 The State shall develop tourism, improve public tourism services and protect the rights of tourists in tourism activities according to law.
Article 4 The development of tourism should follow the principle of integrating social benefits, economic benefits and ecological benefits. The state encourages all kinds of market players to make rational use of tourism resources according to law on the premise of effectively protecting tourism resources. Tourist attractions built with public resources should reflect public welfare.
Article 5 The state advocates a healthy, civilized and environmentally friendly tourism mode, supports and encourages various social institutions to carry out tourism public welfare propaganda, and rewards units and individuals that have made outstanding contributions to promoting the development of tourism.
