This municipality’s public security organ is the agency that implements safety licensing for large-scale events and supervises and manages the safety work of large-scale events.

Relevant government departments such as production safety, public security fire protection, public security transportation, quality and technical supervision, commerce, culture, sports, education, tourism, and gardens in this city shall, in accordance with the provisions of relevant laws and regulations and the determination of the Municipal People's Government Responsibilities, supervise and manage the safety work of large-scale events. Chapter 2 Safety Responsibilities Article 7 Organizers of large-scale events shall perform the following safety responsibilities:

Article 8 Providers of large-scale activity venues shall perform the following safety responsibilities:

(8) Promptly deal with emergencies and other emergencies that may lead to safety accidents or endanger public safety due to disorder on site;

Chapter 3 Security Permit Article 10 If a large-scale event falls under any of the following circumstances, the organizer shall apply to the public security organ for a security permit twenty working days before holding the large-scale event:

Celebrations and commemorative activities hosted by the municipal, district and county people’s governments do not need to apply for security permits.
