Measures for the administration of qualification grade identification of tourism planning and design units

Article 1 In order to improve the level of tourism planning and design and standardize the qualification grade determination of tourism planning and design units, these Measures are formulated in accordance with the Measures for the Administration of Tourism Development Planning of the National Tourism Administration. Article 2 Any independent legal person registered in People's Republic of China (PRC) and engaged in tourism planning and design business may apply for the qualification grade of tourism planning and design units.

Engaged in tourism planning and design business refers to: compiling tourism development plans at all levels, including national tourism development plans, regional tourism development plans and local tourism development plans at all levels; Prepare all kinds of special tourism planning, including scenic spot planning, landscape design, activity planning, marketing planning, resource development planning, etc. ; Provide other services related to tourism planning and design. Article 3 The qualification grades of tourism planning and design units are divided into Grade A, Grade B and Grade C ... Article 4 The qualification grades of tourism planning and design units shall be determined according to the principles of voluntary declaration, territorial management and graded responsibility. Article 5 The National Tourism Administration is responsible for formulating the Measures for the Administration of Qualification Grades of Tourism Planning and Design Units, and supervising and administering the qualification grading of national tourism planning and design units. Article 6 The National Tourism Administration shall organize the establishment of the National Committee for Accreditation of Qualification Levels of Tourism Planning and Design Units, which shall be responsible for the organization and management of accreditation of qualification levels of national tourism planning and design units.

The provincial tourism administrative department shall organize the establishment of the provincial tourism planning and design unit qualification grade identification committee, and report to the national tourism planning and design unit qualification grade identification committee for the record. The provincial tourism planning and design unit qualification grade accreditation committee shall be responsible for the organization and management of the qualification grade accreditation of tourism planning and design units within its jurisdiction according to the entrustment of the national tourism planning and design unit qualification grade accreditation committee. Seventh National Tourism Planning and Design Unit Qualification Grade Accreditation Committee is responsible for the accreditation and review of Grade A and Grade B qualifications; According to the needs of qualification grade identification, the tourism planning and design achievements of Grade A and Grade B qualified units are evaluated.

The provincial tourism planning and design unit qualification grade identification committee is responsible for the identification and review of local class C qualification units; Responsible for recommending the qualified Grade A and Grade B qualified units in the region to the National Tourism Planning and Design Qualification Accreditation Committee, and assisting the National Tourism Planning and Design Qualification Accreditation Committee to evaluate the performance of Grade A and Grade B qualified units in the region. Article 8 A tourism planning and design unit applying for Grade A and Grade B qualification shall apply to the local provincial tourism planning and design unit qualification grade accreditation committee, and after passing the preliminary examination, it shall recommend to the national tourism planning and design unit qualification grade accreditation committee for declaration. Class C qualified tourism planning and design units are directly recognized by the provincial tourism planning and design unit qualification accreditation committee, and reported to the national tourism planning and design unit qualification accreditation committee for the record. Article 9 A tourism planning and design unit with Grade A qualification shall meet the following conditions:

(1) Having obtained Grade B qualification for more than one year and engaged in tourism planning and design for more than three years;

(2) If the planning and design institution is an enterprise legal person, its registered capital shall not be less than 1 10,000 yuan; If the planning and design institution is a non-enterprise legal person, its start-up capital shall not be less than RMB 1 10,000 yuan;

(three) there are full-time planners and designers in tourism economy, marketing, culture and history, resources and environment, urban planning and architectural design. At least five of them have at least three years' experience;

(4) Having completed the tourism development plan at or above the provincial level, or at least 5 other influential tourism planning and design projects;

(5) The overall evaluation of the performance and reputation of the project entrusting party is excellent. Tenth B tourism planning and design qualification units shall meet the following requirements:

(a) engaged in tourism planning and design for more than one year;

(2) If the planning and design institution is an enterprise legal person, its registered capital shall not be less than 500,000 yuan; If the planning and design institution is a non-enterprise legal person, its start-up capital shall not be less than 500,000 yuan;

(three) there are full-time planners and designers in tourism economy, marketing, culture and history, resources and environment, urban planning and architectural design. At least three of them have at least three years' experience;

(four) to complete at least three influential tourism planning and design projects;

(5) The entrusting party of the project generally has a good evaluation of its performance and reputation. Eleventh class C qualification of tourism planning and design units shall meet the following requirements:

(a) engaged in tourism planning and design for more than one year;

(2) If the planning and design institution is an enterprise legal person, the registered capital shall not be less than RMB 65,438+10,000; If the planning and design institution is a non-enterprise legal person, its start-up capital shall not be less than RMB 654.38+10,000;

(three) there are full-time planners in tourism economy, marketing, culture and history, resources and environment, urban planning, architectural design and other aspects. At least one of them has at least three years' experience;

(four) to complete at least one influential tourism planning and design project;

(5) The entrusting party of the project generally has a good evaluation of its performance and reputation. Twelfth tourism planning and design unit qualification review once every two years. Pass the examination, and issue a new qualification certificate; If the re-examination is unqualified, the qualification level accreditation body with corresponding authority shall make a decision to revoke or lower the qualification level. A tourism planning and design unit whose qualification level has been revoked shall not re-apply for qualification recognition within one year.
