The "Notice" clarifies that local cultural and tourism administrative departments must resolutely implement the Party Central Committee's important arrangements for further optimizing prevention and control work, and promote the prevention and control work in the cultural and tourism industry to be more scientific and precise.

Optimize inter-provincial tourism management policies. According to the latest risk zone demarcation and management measures, inter-provincial tourism operations will no longer be subject to joint management with risk zones. Inter-provincial tourists must present a negative nucleic acid test certificate within 48 hours to take inter-provincial transportation. In accordance with the requirements for "land inspection" for people moving across provinces, we actively guide tourists to take the initiative to undergo nucleic acid testing and promote the prevention and control checkpoints to move forward.

Travel agencies and online travel companies will continue to be suspended from operating inbound and outbound group travel and "air tickets + hotel" business. Group tourism services in land border port cities will not be resumed for the time being.

Public cultural units, cultural and tourism operating units must, in accordance with the unified deployment of the local party committee and government, strengthen health management, strengthen ventilation and disinfection, and follow the requirements of "limited quantities, reservations, and staggered peak hours" for admissions The quantity will be dynamically controlled, and epidemic prevention and control measures such as code scanning, temperature measurement, and verification of negative nucleic acid test certificates will be implemented. A-level tourist attractions and star-rated tourist hotels must implement their main responsibilities and check health codes and negative nucleic acid test certificates within 72 hours for people entering scenic spots and hotels.

Public cultural units, cultural and tourism operating units must strengthen employee health monitoring and management. Strictly implement health code inspection and verification before starting work, resolutely prevent working while sick, and keep abreast of employees' health status, travel trajectories, etc. Strengthen education and training for employees and improve their awareness and ability of scientific prevention. Employees conduct nucleic acid testing in accordance with local epidemic prevention and control requirements.

Intensify efforts to rectify the problem of "one size fits all" and layer upon layer. Do a good job in collecting, transferring, verifying and rectifying reporting clues. Consolidate the responsibilities of cultural and tourism administrative departments at all levels and various industry entities, and strictly implement the unified national prevention and control policies. Cooperate with the joint prevention and control mechanism to increase the notification and public exposure of typical cases to effectively act as a deterrent.

Work with relevant departments to provide comfort and relief for stranded tourists. Formulate and improve emergency plans for handling stranded tourists.
