It is better to go to Hangzhou for a free trip. There are basically no paid attractions in Hangzhou, except Lingyin Temple. It is cheap to play by yourself. Suzhou and group tours are cost-effective. It is more expensive to travel to Suzhou River by boat, which is suitable for group tour. Nanjing is suitable for your own sightseeing, because the places you go with the group are just a cursory tour, while Nanjing is suitable for taking your time.
