In order to strengthen the management of road traffic order in the tourist season in our city, according to the Road Traffic Safety Law of the People's Republic of China, the Law on Prevention and Control of Air Pollution in People's Republic of China (PRC), the Implementation Measures of Hebei Province, the Regulations on Prevention and Control of Air Pollution in Hebei Province and other relevant documents, the traffic management in the tourist season is further strengthened. In order to ensure the safe and smooth traffic in the tourist season, it is decided to take traffic restriction measures according to law from July 1 day to August 3 1 day, as follows:

First, even and odd numbers are restricted on weekends.

From July 10 to August 22, from 7: 00 am to 20: 00 pm every Saturday and Sunday, Beidaihe District implemented weekend single and even number restrictions on the basis of normalization of tail number restrictions.

(1) Restricted areas and roads

All roads (excluding listed roads) to the west of Shandong Fort Overpass on Binhai Avenue, to the south of Haiyue Road in the west section of Hebei Avenue, to the east of Hump Road, and to Haibei Road in the south of National Highway 228 and Beidaihe Approach Road of Jingha Expressway (east of Cuigezhuang Overpass).

Note: Vehicles coming from Jingha Expressway can drive along Taipingzhuang Interchange-Haibei Road (going north out of the city)-National Highway 228, or via Cuigezhuang Interchange-Serene Road (or Hump Road)-Haigang District (or Beidaihe New District).

(2) Restriction rules

From July 10 to August 22, every Saturday and Sunday, the city's number-plate motor vehicles (Ji C-plate vehicles) are restricted to single and double numbers in Beidaihe District. Even cars are allowed to pass on Saturday (no bicycles) and even cars are allowed to pass on Sunday (no two cars). License plate tail number: single number is 1, 3,5,7,9, and even number is 2,4,6,8,0. If the suffix is an English letter, the last Arabic numeral shall prevail. Freight motor vehicles that have been issued with passes shall not only travel according to the time and route stipulated by the public security traffic control department, but also implement weekend restrictions.

(3) Special access requirements

1. The following motor vehicles are not subject to the single and even number driving measures:

(1) buses, long-distance passenger buses, passenger taxis (excluding rental vehicles), special postal vehicles, vehicles with tourist bus operation certificates issued by the transportation management department, and medium-sized commuter buses approved by the municipal public security traffic management department;

(2) Police cars, fire engines, ambulances, engineering rescue vehicles and vehicles of the People's Liberation Army and the Armed Police Force;

(3) Special vehicles that need to pass, such as urban management, industry and commerce, traffic law enforcement, environmental protection supervision and monitoring, on-site investigation by insurance companies, bank cash transport and rescue, and obstacle clearing, are painted with uniform signs and perform official duties;

(four) special vehicles for sanitation, landscape and road maintenance (according to the prescribed route and time);

(5) Funeral vehicles of funeral homes;

(six) small passenger cars that have applied for new energy license plates (including new energy buses that have been filed).

Step 2 pass the application

Meet the following conditions, the agent should hold a motor vehicle driving license, an application letter or a letter of introduction issued by the unit, and go to Dongshan Brigade (north of Danchi Road, Beidaihe District) to apply for a Beidaihe tourist season road pass.

(1) Vehicles of district (county) party committees, governments, people's congresses, political consultative conferences and their subordinate commissions, institutions, democratic parties and social organizations that perform the task of ensuring the tourist peak season shall be distributed according to the established proportion;

(two) where the units and enterprises stationed in Qin need to pass the restricted regional roads due to work needs, they shall be issued according to the principle of minimum living allowance;

(3) Disabled scooters with household registration in Beidaihe District shall be uniformly declared and issued by Beidaihe District Disabled Persons' Federation (original and photocopy of motor vehicle driving license, driver's license and disability certificate are required).

(4) Citizens registered in Beidaihe District who really need to take private cars to the hospital for medical treatment on a regular basis due to special reasons such as illness of family members, mobility difficulties, etc., can apply with their household registration book or proof of actual residence, medical diagnosis, driving license and driver's license.

Second, other restrictions.

(1) Key restricted roads

1. Vehicles are prohibited from passing through Xitan Road (Qiu Jian Road to Laohump Road), Zhongtan Road (Baoer Road to Dongsan Road), Baosi Road, Baowu Road, Liu Bao Road, Qiao Qi South Road, Dongyi Road and Dong Er Road in Beidaihe District, except those with special passes.

2. Zhongtan Road (Baowu Road to Dong Er Road) in Beidaihe District is set as a pedestrian street, and vehicles are prohibited from passing. Motor vehicles with special passes pass from east to west in one direction.

3. Daihe Avenue and Binhai New Avenue in Beidaihe New Area are prohibited from passing large trucks, tractors and low-speed trucks from 7: 00 to 22: 00 every day. Bypass route: Le Qing Highway (s 26 1)- New National Highway 102.

4. Medium-sized trucks, tractors, low-speed trucks and tricycles are prohibited from passing through the West Ring Road (North Ring Road to Hebei Street) and National Highway 228 (West Ring Road in Haigang District to National Highway 205 in Beidaihe District). Bypass route: Beihuan West Road-the junction of National Highway 102 and National Highway 205-National Highway 205-National Highway 228-Beidaihe Airport Highway (S3 19).

5. binjiang road in the harbor area, the section of the new Olympic Underwater World (Wenyu Road-Wenchang Road), implements one-way traffic management measures from west to east, and prohibits motor vehicles from driving from east to west. Motorcycles are prohibited from passing along the coastal section (South Gate of International Apartment 1-Shandongbao Overpass) and the southern road.

(2) medium-sized and above passenger cars are restricted.

Dongjing Road (west of Dongsan Road), Xijing Road, Xitan Road, Qiu Jian Road (south of Lianfeng Road) and Le Kang Road (east of Yingjiao Road) in Beidaihe District are prohibited from passing more than 9 medium-sized buses and large tourist buses (yellow number plates).

(3) Other vehicles are restricted.

1. Freight motor vehicles (tractors, special operation vehicles, wheeled self-propelled vehicles, tractors, low-speed trucks and animal-drawn vehicles) are prohibited from passing within the urban roads in Beidaihe District. Freight motor vehicles that really need to pass to transport fresh products, domestic garbage and other daily necessities can apply for passage in the Fifth Brigade of the Municipal Traffic Police Detachment and drive according to the specified time and route.

2. Two-wheeled motorcycles and three-wheeled motorcycles (including electric three-wheeled motorcycles) are prohibited on all roads west of Shandong Fort Overpass on Binhai Avenue, south of Haiyue Road (excluding) in the western section of Hebei Avenue, east of New Hump Road (excluding), and Haibei Road (south of National Highway 228) and Beidaihe Approach Road of Jingha Expressway (east of Cuigezhuang Interchange). Police cars, fire engines, engineering rescue vehicles and motorcycles of the People's Liberation Army and the Armed Police Force are not restricted.

3. Vehicles transporting dangerous chemicals, radioactive and other dangerous goods and hazardous wastes are prohibited on roads in Beidaihe District; Vehicles transporting civil hazardous chemicals such as fuel, gas and medical oxygen need to apply for a pass at the Fifth Brigade of the Traffic Police, and drive at the designated time and route.

4. It is forbidden for more than two people to ride bicycles on the roads in Beidaihe District.

In order to ensure the safety and smoothness of Beidaihe Road in the tourist season, the traffic management department of the public security organ will take other temporary traffic control measures according to the road carrying capacity and traffic flow changes in Beidaihe District, and ask traffic participants to pay attention to the official account of Qinhuangdao traffic police WeChat, mobile navigation systems such as Gaode and Baidu, keep abreast of restricted roads and time slots, arrange travel routes and time slots reasonably, and avoid restricted areas and roads in advance.

This notice shall be implemented as of July, 2002 1 and1. Please strictly abide by this notice and drive in a civilized way. In violation of the provisions of this circular, the traffic administrative department of the public security organ will be punished according to law.
