Measures for the Administration of Kunming Dianchi National Tourism Resort

Chapter I General Provisions Article 1 In order to rationally develop, utilize and protect the tourism resources of Dianchi Lake Scenic Area and promote the development of tourism economy, these measures are formulated in accordance with the provisions of the State Council's Reply on Establishing Kunming Tourism Resort and the State Council's Notice on Relevant Issues Concerning Pilot National Tourism Resort. Article 2 Kunming Dianchi National Tourist Resort (hereinafter referred to as the Resort) is a national tourist resort approved by the State Council, located in the southwest of Kunming, on the north bank of Dianchi Lake, with an overall planning area of 18.6 square kilometers. Article 3 The resort is a comprehensive experimental zone for Kunming's reform and opening up, an important base for opening to the outside world and tourism pillar industries. The combination of tourism and vacation is in line with the tourism market in Southeast Asia, and it has become a comprehensive tourism and vacation area that not only meets the requirements of international tourism and vacation, but also has Yunnan national characteristics and mainly receives overseas tourists. Fourth units and individuals in the resort and enterprises registered in the resort must abide by the laws and regulations of People's Republic of China (PRC), the relevant provisions of Yunnan Province and Kunming City and these measures. Chapter II Duties and Powers of the Administrative Committee Article 5 The Kunming Municipal People's Government shall establish the Kunming Dianchi National Tourism Resort Administrative Committee (hereinafter referred to as the Administrative Committee) in the tourist area to exercise unified leadership and management over the tourist area on behalf of the Kunming Municipal People's Government. Article 6 Responsibilities of the Management Committee

(ten) the establishment and management of the infrastructure, public service facilities and socialization, specialization and intermediary of the resort.

(eleven) responsible for the construction of rural villages and towns in the resort area, as well as the related work of land acquisition and demolition.

(twelve) to complete other tasks assigned by the national, provincial and municipal people's governments. Article 7 The power of the management committee

(1) The Kunming Municipal People's Government entrusts the municipal economic management right and part of the administrative management right in the resort area to the administrative committee.

(2) The CMC may, according to its duties and tasks, set up corresponding internal functional institutions, exercise the management authority of relevant departments at the municipal level within the resort, and accept the guidance and supervision of the corresponding functional departments of the municipal government in business.

(five) to supervise and manage all kinds of units and individuals in the resort and enterprises registered in the resort according to law.

(six) responsible for the financial, state-owned assets, labor and personnel, public security, statistics, intellectual property rights and industrial and commercial administration in the resort.

(seven) responsible for the planning, land, environmental protection, construction, municipal utilities and real estate management in the resort.

(eight) in accordance with the overall planning, the construction and management of various infrastructure and public facilities in the resort.

(nine) to manage the import and export trade, foreign economic and technological cooperation and other foreign-related economic activities in the resort according to law.

(ten) to handle foreign affairs in the resort area according to law; According to the provisions of the examination and approval of the relevant personnel of the resort to go abroad (border) and foreign invitations and other matters.

(eleven) to be responsible for the social security and household registration management in the resort area, and to examine and approve and handle the formalities of urban household registration within the indicators approved by the city.

(twelve) other functions and powers granted by the national, provincial and municipal people's governments. Chapter III Investment and Project Management Article 8 The following projects are encouraged to be set up in resorts:

Tourism projects;

(3) business travel;

(4) Tourist accommodation and other holiday facilities;

(5) Travel agencies and other related services;

(six) the development, production and management of tourism commodities;

(seven) import and export trade projects of tourism commodities;

(eight) to support the tertiary industry projects in the region;

(9) Tourism transportation projects;

(ten) other projects permitted and chartered by the state.
