According to reports, the subsidy funds are designated by the Shanxi Provincial Technical Transformation Special Fund, and the application process is carried out in four stages: determining construction tasks, tracking construction progress, fund declaration, and project review. The construction tasks are determined according to the relevant meeting minutes of the provincial government; the construction progress is reported by the basic telecommunications enterprises on a monthly basis; the fund declaration is made by the basic telecommunications enterprises after completing the 5G base station construction tasks of the previous year and submitting a project application to the Provincial Department of Industry and Information Technology; the project review is by The Provincial Department of Industry and Information Technology and the Provincial Communications Administration Bureau will verify the 5G base station construction account, conduct on-site random inspections, and organize expert reviews. After the review is passed, the Provincial Department of Finance will release the funds.
It is reported that since the launch of 5G construction, the information and communication industry in our province has made every effort to promote 5G network deployment with a high sense of political responsibility and urgency, and coordinated the provincial government to issue the "Implementation Opinions on Accelerating the Development of the 5G Industry in Shanxi Province and several Measures", together with the Provincial Department of Industry and Information Technology, *** jointly promoted the provincial government to introduce preferential electricity price subsidies for strategic emerging industries for telecom operators and tower companies, and coordinated with the Provincial Department of Housing and Urban-Rural Development to formulate the "Building Mobile Communications (5G) Infrastructure Construction Standards" and "Technical Standards for Smart Pole and Tower Construction in Shanxi Province", jointly with the Provincial Department of Transportation and the Provincial Department of Culture and Tourism to promote the opening of public resources in the transportation field and tourist attractions to support the construction of 5G base stations. As of November 2021, a total of 33,265 5G base stations have been built in the province, with an average of about 9.5 5G base stations per 10,000 people. The 5G network coverage rate in key places has reached 95%. 117 counties (cities, districts) in 11 cities in the province ) Main urban areas, important scenes, high-value areas, and key towns have achieved continuous 5G network coverage.
