Hainan Province Tourism Safety Management Regulations

Article 1 is to strengthen tourism safety management, standardize the order of the tourism market, prevent and promptly handle tourism safety accidents and emergencies, protect the legitimate rights and interests of tourists and tourism operators, and promote the sustainable and healthy development of the tourism industry. , These regulations are formulated in accordance with the "Tourism Law of the People's Republic of China" and other relevant laws and regulations, and in combination with the actual conditions of this province. Article 2 These regulations shall apply to tourism safety management within the administrative region of this province.

If laws and regulations have other provisions on travel safety, those provisions shall apply. Article 3: Tourism safety work shall implement the working principles of the party and government having equal responsibilities, one post with dual responsibilities, and joint management, and adhere to the work policy of prevention first and safety first.

Article 4 The tourism administrative departments of the people's governments at or above the county level are responsible for the supervision and management of tourism safety within their respective administrative regions. Other relevant departments of the Work Safety Committee are responsible for conducting corresponding tourism safety supervision work in accordance with their respective safety supervision and management responsibilities.

The tourism authorities of the people’s governments at or above the county level will take the lead in conducting joint inspections of tourism safety supervision and management with relevant departments on a regular basis to promptly discover and correct tourism safety violations and improve the efficiency of tourism safety supervision. The tourism authorities and other relevant departments of the people's governments at or above the county level shall establish a tourism safety complaint and reporting system, disclose the complaint and reporting telephone number, mailbox or email address, and accept complaints and reports related to tourism safety. Article 8 Tourism operators are the main body responsible for tourism safety work. They should strengthen tourism safety management in accordance with the law, establish and improve the tourism safety responsibility system, improve tourism safety production conditions, accept inspections and tests conducted by relevant competent authorities in accordance with the law, and ensure that tourism operations and Service is safe.

(7) Formulate and implement the unit's overall safety management plan, various emergency prevention plans, and tourism safety management assessment and inspection system and establish and improve safety management files;

(8) Carry out safety inspections and hidden danger investigation and management of the unit.

Tourism operators operating high-risk tourism projects such as high-altitude, high-speed, water, diving, and adventure should formulate safety operating procedures and conduct daily inspections of tourist facilities and equipment involving personal safety before they are put into use. Conduct trial runs and routine safety inspections, and check and confirm safety devices to ensure that tourist facilities and equipment are in good condition. Article 10 Tourism operators shall provide clear explanations or warnings to tourists in advance regarding the following matters in tourism activities:

(1) Correct use of relevant facilities and equipment;

(2) Safety precautions, safety precautions, evacuation methods and other emergency measures;

(3) Business and service venues, facilities and equipment not open to tourists;
