Keywords:: international tourist island bottleneck
At the beginning of 20 10, the State Council issued "Several Opinions on Promoting the Construction of Hainan International Tourism Island", and the construction of Hainan International Tourism Island officially rose to the national strategy. In the future, Hainan Province will be built into a new economic region with tourism as the center and the tertiary industry developing in an all-round way. However, as Hainan is still an underdeveloped region with weak economic strength, the task of promoting Hainan's economy is still very arduous.
I. Overview of Natural Resources and Economic Development in Hainan Province
Hainan's soil air area is 35,354 square kilometers, accounting for 42.5% of the national tropical soil air area, and the per capita land is about 0.47 hectares. It is located on the northern edge of the tropics and is still in the tropical season. It is an ideal base for breeding species in southern China. Hainan province is rich in water resources, mineral resources and tourism resources. There are different types of coastal scenic spots along the coast around the island, which is the only Li nationality inhabited area in China, and has a distinctive micro-cultural style of Li nationality. By the end of 2008, the resident population in Hainan Province was 85410.8 million, of which Han nationality accounted for 82.6% and ethnic minorities accounted for10.7%. Li nationality is the earliest resident of Hainan Island and the most populous minority.
According to the preliminary accounting in 2009, Hainan's total annual consumption was16,466 billion yuan, an increase of1/0.7% over the previous year at comparable prices. By industry, the added value of the primary industry was 4,665,438+93 million yuan, an increase of 7.2%; The added value of the secondary industry was 44.343 billion yuan, an increase of 65.438+02.6%; The added value of tertiary industry was 7.410.24 billion yuan, an increase of10.4%. According to the resident population, the per capita consumption value is 19 166 yuan, increasing by10.5%; According to the average exchange rate of that year, the per capita consumption reached 2805 dollars.
Second, the constraints affecting the economic development of Hainan Province
Judging from the situation of Hainan's economic development, Hainan's economy has developed rapidly in recent years, but it still belongs to an underdeveloped area on the whole, and there are still some factors restricting its economic development. For example, the level of industrial structure is low, the overall quality is not high, the level of agricultural industrialization is low, tourism products are single, the quality of tourism services needs to be improved, and talent training, introduction and reserve are lacking.
1, resource endowment bottleneck
(1) Hainan is rich in marine resources and minerals, but the level of development and utilization is not high. How to turn it into economic benefits will be an important topic for Hainan's development and construction.
(2) The bottleneck of monetary funds. The establishment of an international tourist island requires a large amount of monetary funds. The difficulty of stimulating consumption and increasing investment stems from the disturbance of the bottleneck of monetary funds. The industrial department wants to adjust the industrial structure and increase the scientific and technological content of its products in the new economic period, but it is also troubled by the bottleneck of monetary funds. The difficulty of enterprise investment and financing stems from the imperfection of system construction. In the process of China's industrialization, it is a common economic law that monetary capital bottleneck appears, and Hainan Province is no exception.
(3) human capital bottleneck. The bottleneck of human capital in Hainan does not refer to the number of workers and the talent of consumers, but to the quality of workers and the lack of human investment the day after tomorrow. A special survey conducted by the Science and Technology Department of Hainan Province in 2007 shows that the serious shortage of scientific and technological talents is a common problem in all cities and counties in the province. Most of the existing middle and senior talents in all cities and counties are concentrated in the education and medical system, agriculture, marine fishery information industry and other industries, and there is a shortage of technical talents. According to China Talent Development Report, Haikou ranks 46th among 50 cities in China. In the allocation of human resources, in the convenience of skilled workers, in the middle and lower position; In terms of human resources education, the proportion of secondary school students in Haikou and the per capita public education expenditure are 43, while the number of adult higher education students ranks 3 1.
2. Low level of industrial structure.
In the early days of liberation, Hainan's industrial structure was single and its industrial base was thin. It has always been a traditional economic structure with agriculture as the main body, and its industrial level is low. After the establishment of the special economic zone in Hainan, the economy has developed and the adjustment of industrial structure has been accelerated. By 2007, the proportion of tertiary industry in Hainan is roughly 30%, 30% and 40%, but compared with the proportion of national industrial structure 10.6%, 49.2% and 40.2%, the proportion of primary industry in Hainan is still high and the proportion of secondary industry is low. Historically, no rich and powerful country can complete modernization beyond the stage of industrialization, and industrialization is the only way for a region to leapfrog. Therefore, the low proportion of industrialization in Hainan has become a bottleneck restricting Hainan's economic growth.
3. The development of agricultural industrialization is very slow.
Hainan is the only tropical province in China, accounting for about 42.5% of the national tropical soil air products, which is very suitable for developing tropical high-efficiency agriculture. However, the consumption of many tropical agricultural products in Hainan is still in the state of small-scale peasant economy and there is no scope consumption. Moreover, farmers' consumption is random, their ability to resist risks is weak, and the processing degree of agricultural products is not high, which leads to the slow development of agricultural industrialization. Moreover, due to the serious shortage of agricultural scientific and technological personnel and the low degree of agricultural mechanization in Hainan, most central organs still remain at the level of manual operation. Hainan's agricultural investment is also seriously inadequate. Although the financial investment in agriculture has increased year by year in recent years, the proportion of investment is still very small, and the financial support for agriculture is still very limited, which is far from meeting the needs of agricultural development. All these lead to low agricultural labor consumption rate, low scientific and technological content of agricultural products and deep-processed products, low economic benefits and lack of competitiveness, and the advantages of tropical agriculture cannot be brought into play.
4. Tourism products are single and lack of cultural connotation.
In "Several Opinions on Promoting the Construction of Hainan International Tourism Island", the central government wants to turn Hainan Province into a new economic region with tourism as the center and the tertiary industry fully developed. This shows the importance of tourism in Hainan's future economic development. Undeniably, Hainan's tourism industry has been extremely hot in recent years, and its contribution to Hainan's GDP has been increasing, and its pulling and pillar role in the overall economy has been strengthened day by day, and its leading position has emerged and stabilized from time to time. Hainan has formed a tourism industry system with considerable scale and complete functions. The impression of Hainan tourism is nothing more than "white sand and blue waves, the ends of the earth", and its brand is simply the product of all natural resources, giving the overall impression of single quality and lack of cultural sense. Long-term tourism theory proves that if there is not enough cultural content, the development of tourism will be limited to a certain extent. In order to achieve a great leap in Hainan's tourism industry, we must speed up the effective development of various cultural resources.
