Can non-operating buses be chartered?

This model cannot be chartered.

Non-operating buses are usually not allowed to operate chartered buses, but they can be operated under special circumstances, such as major events, holidays, Spring Festival travel periods, peak tourist seasons and other special periods or emergencies.

When running non-commercial buses, they need a certificate issued by the transportation department, otherwise they will not be able to go on the road.
