Problems in Regional Tourism Cooperation in China

Lack of institutionalized construction and poor operability.

Regional tourism cooperation is a cross-regional action, involving many levels of cooperation, and the division of interests between regions is also very complicated. At present, in China's regional tourism cooperation, otherwise their cooperation may remain in words or consciousness. Regional tourism cooperation lacks a clear cooperation strategy.

Insufficient cooperation depth

Regional tourism cooperation should adhere to the orderly flow and rational allocation of tourism elements. Although regional tourism resources are immobile, regional tourism funds, employees, tourism enterprises and other factors should be fully liberalized, reflecting the principle of fairness and rationality in market competition. At present, China's large-scale regional tourism cooperation emphasizes more on marketing and image promotion cooperation, but not enough on other elements of tourism cooperation. For example, foreign travel agencies traveling in different places must be received by local travel agencies; The phenomenon that foreign tourist vehicles have to pay surcharges when they enter different places is an excellent example.

The cooperative subject is relatively single.

The government tourism administration department is the advocate, organizer and participant of regional tourism cooperation in China at present, but the natural subject and interest-enjoying subject of tourism cooperation have retreated, which obviously violates the market principle. The fundamental reason is that the ownership of tourism resources, the basic element of tourism cooperation, belongs to the state, and tourism resources are the indirect source of profits for tourism enterprises. No wonder tourism enterprises lack direct motivation for cooperation.

Too much emphasis on local interests makes it difficult for government tourism to cooperate.

Geographical administrative divisions make tourism resources of the same nature or theme belong to several different administrative regions, which is common in China, and this is one of the reasons for regional tourism cooperation. However, due to their local interests, a few areas where tourism resources are located do not cooperate with each other and do not give way to each other, artificially dividing and selling the whole tourism resources, resulting in a vague or incomplete market image of tourism resources. The most prominent of these are the Three Gorges of the Yangtze River and the Great Wall, two world-class tourist resources. The former lets tourists ask, "Who is the owner of the Three Gorges of the Yangtze River in Yichang, Hubei? Chongqing? The latter makes tourists feel that the Great Wall belongs only to Beijing or that only the Great Wall in Beijing is the best Great Wall.

Countermeasures of Regional Tourism Cooperation in China

Integrate the elements of regional tourism and formulate the overall plan for regional tourism development. The combined competitiveness of regional tourism elements directly determines the sustainable stability of regional tourism cooperation. Therefore, it is the top priority of regional tourism cooperation to integrate the tourism elements of each cooperation unit and refine the hierarchical and phased tourism products, which is reflected in the overall planning of regional tourism development.

Improve the level of regional tourism cooperation. Generally speaking, there are four levels of regional tourism cooperation: first, cooperation between tourism resources, that is, each cooperation unit has a certain amount of tourism resources, and then the overall competitiveness of tourism resources can be improved through cooperation; The second is the cooperation between tourism markets, that is, all cooperative units face the same market source structure and promote the same market through cooperation in order to reduce the promotion cost; The third is the cooperation between tourism resources and tourism market, that is, one side of the cooperation area has excellent tourism resources but little potential for tourists to grow, while the other side has rich tourists but poor lasting competitiveness of tourism resources, and the two sides achieve mutual benefit and win-win through cooperation; Fourth, the comprehensive cooperation of tourism elements, that is, the free flow and cooperation of tourism development elements in the cooperation area, give full play to the efficiency of tourism elements in each cooperation unit and improve the overall competitiveness of regional tourism. Among the above four levels, the first and second levels are relatively common and low, and the third and fourth levels are relatively high and complex.

Correctly handle the relationship between responsibilities and rights of each partner. It is the premise of regional tourism cooperation to standardize the relationship between responsibilities, rights and interests of all parties through clear articles of association of cooperative organizations.
