The tourist attractions mentioned in these Regulations refer to tourist attractions with the main functions of sightseeing, leisure vacations, recreation and fitness, etc., which have corresponding tourism service facilities and provide tourism services, and have clear managers and regions. range of independent management areas. Article 3 The management of tourist attractions and related tourism resources shall adhere to the principles of scientific planning, rational development, strict protection, and sustainable utilization, pay attention to protecting the ecological environment and historical culture, promote the integration and aggregation of tourism resources, and reflect local characteristics.

The tourism resources mentioned in these Regulations refer to all the natural resources and human society that can attract tourists, can be developed and utilized for the tourism industry, and can produce economic, social and environmental benefits. things and factors. Article 4: Municipal and county (city) district tourism authorities are responsible for the guidance, supervision, and management of tourist attractions within their respective administrative regions.

All relevant departments shall jointly do a good job in the management of tourist attractions according to their respective division of responsibilities.

The township people's governments (subdistrict offices) shall, under the guidance of the tourism authorities, do a good job in the management of tourist attractions within their jurisdictions. Article 5 The construction of tourist attractions and the protection of tourist resources shall be included in the national economic and social development plans of people's governments at all levels.

Encourage domestic and foreign economic organizations and individuals to invest in the construction and operation of tourist attractions in accordance with the law. Chapter 2 Planning and Construction Article 6 The municipal and county (city) district tourism authorities shall work with relevant departments to conduct a general survey and evaluation of tourism resources within their respective administrative areas, establish tourism resource files, and implement a hierarchical protection system in accordance with relevant national standards. Guide the protection and development of tourism resources. Article 7 The municipal tourism administrative department and planning department shall organize the preparation of the city's tourism development plan based on tourism resource archives. The county (city) district tourism administrative department and planning department shall organize the preparation of the tourism development plan for the administrative region based on the municipal tourism development plan. The opinions of the tourism authorities at the higher level shall be solicited and then submitted to the people's government at the same level for approval and implementation.

Tourism development planning should comply with urban and rural planning and coordinate with regional and professional plans such as overall land use planning, overall scenic area planning, and ecological and environmental protection planning. Article 8 The municipal and county (city) district people's governments shall establish a tourist attraction project reserve and construct tourist attractions in stages. For tourist attraction construction projects determined in the tourism development plan, those that meet the construction conditions will be prioritized and included in the annual construction land plan. Article 9 The construction of tourist attractions shall comply with the requirements of tourism development plans and relevant protection plans, and tourism resource protection plans and construction plans shall be formulated in accordance with relevant regulations, and effective measures shall be taken to protect tourism resources and reflect local characteristics.

Using high-quality tourism resources (referring to third- to fifth-level tourism resources classified in accordance with relevant national standards) to build tourist attractions shall prepare a tourist attraction plan. The planning of tourist attractions is organized and compiled by the tourism authorities and announced to the public in a timely manner.

When reviewing and approving tourist attraction construction projects, the investment authorities shall seek written opinions from the tourism authorities and relevant departments at the same level; for registered tourist attraction construction projects, they shall notify the tourism authorities in writing.

The tourist attraction construction unit shall handle the examination and approval procedures with the relevant departments in accordance with the relevant construction procedures and in accordance with the law. Article 11 The construction of tourist attractions shall comply with the main functional positioning determined in the tourist attraction planning or construction plan, and environmental impact assessment shall be conducted in accordance with the law, and the environment and resource protection system shall be implemented.
