Some countries also call such passports for government officials "official passports." The passport is marked with "official" SERVICE or "official" OFFICAL. The official passport has a green cover, and there is also a black cover official passport. Official passports are issued by the Ministry of Foreign Affairs, the People's Republic of China and the country's embassies and consulates abroad, or other overseas agencies entrusted by the Ministry of Foreign Affairs, as well as the foreign affairs departments of the people's governments of provinces, autonomous regions, municipalities directly under the Central Government and districted cities entrusted by the Ministry of Foreign Affairs.
