How to apply for a border card to Tibet?

1. In the public security organ where the household registration is located, fill in the area that needs to pass through Tibet and the area that needs to be certified with my second-generation ID card or household registration book and two one-inch photos.

2. The current working organ shall issue a letter of introduction to the counterpart stationed in Tibet, which shall be issued by the stationed unit, and the visa office of the frontier defense corps or detachment shall handle it with my ID card.

3. You can apply for a travel border card at a local travel agency in Lhasa, and your ID card will do.

Two, where people from outside the area go to the border management area to handle the "border pass" in the following ways.

People from other provinces and autonomous regions pass through our border areas within the validity period with the border passes handled by their origin, and there is no need to go through the re-signing procedures.

When people from outside the region visit the border management area of our region, start enterprises, travel, sightseeing, mountaineering and other activities, the reception department in the region will issue a certificate (the administrative organs at or above the county level do not handle individual travelers), and attach relevant certificates or letters. With my resident ID card, I can go to the visa offices (points) to apply for border defense cards.

People from outside the region are engaged in business activities in the border management area of our region. If there are fixed shops or business points in the area, letters of introduction will be issued by local neighborhood committees and public security police stations, and border passes will be handled in visa offices (points) with resident ID cards. If you need to conduct business activities in the border management area when you come to Tibet temporarily, you must hold a valid certificate and your ID card, and you can handle it as appropriate.

When people from outside the region go to the border management area of our region to transport goods, they shall go to the visa offices (points) to apply for border passes with the delivery notice, the certificate of the original unit or the delivery unit and my resident ID card.

When people from outside the region go to the border management area of our region for construction and road repair, the construction unit shall issue relevant certificates and letters of introduction, and apply for border passes at visa offices (points) with my resident ID card.

Non-local residents who have lived in the local area for more than two years may apply for border passes with letters of introduction from local neighborhood committees and public security police stations.

In addition to the above provisions, all tourism companies, travel agencies and major companies in our region should also sign the words "the situation is true" on the letter of introduction for applying for border passes after careful verification by the administrative leading organ or the higher authorities of the unit, and sign and affix the official seal of the unit at the same time.

I. The ways for all personnel in our region to apply for the Border Pass in the border management area are as follows.

Mainland urban residents going to the border management area shall be certified by the local public security police station, and shall apply for border passes at various visa offices (points) with their resident identity cards.

Farmers and herdsmen in the hinterland agricultural and pastoral areas go to the border management area, and the township government where their household registration is located will issue a certificate, which will be signed and sealed by the local police station or the county public security bureau, and they will go to the visa office (point) to apply for a border pass with their resident ID card.

Personnel from the party and government organs and people's organizations in the Mainland who want to go to the border management area shall be certified by the administrative organ at or above the county level and go to the visa office (point) with their ID cards to apply for border passes.

Soldiers (including armed police) going to the border management area shall pass by the military (police) official card, soldier's card and letter of introduction from units above the regiment level.

For various reasons, people in Qamdo and other parts of the region cannot return to their original places to issue letters of introduction for passports. They can issue certificates at the police station in their temporary residence and business place, and apply for border passes at the visa office (point) with their resident ID cards.

Holders of border residents' cards issued by this district do not need to apply for border passes, but pass through the border areas of the whole district with the border residents' cards.
