The Management Committee of Wuhan East Lake New Technology Development Zone, the Management Committee of Wuhan Economic and Technological Development Zone, and the Management Committee of Wuhan East Lake Ecological Tourism Scenic Area are responsible for the management responsibilities of the district people's government and its relevant departments in accordance with the provisions of these Measures. The municipal and district Disabled Persons' Federations carry out work for disabled people in accordance with laws, regulations, charters or accept government entrustment, mobilize social forces, and develop causes for disabled people. Article 6 The township (town) people's government and sub-district offices shall specify specific agencies responsible for the work of persons with disabilities, and use community resources to carry out service activities suitable for persons with disabilities.

Encourage state agencies, social groups, enterprises, institutions, and grassroots autonomous organizations to carry out various forms of disability assistance activities to help disabled people equally participate in social life. Article 7: When formulating laws, regulations and public policies, the opinions of persons with disabilities and their organizations should be solicited on major issues involving the rights and interests of persons with disabilities and their undertakings. Article 8: Funds for undertakings for persons with disabilities shall be included in the fiscal budget at the same level and gradually increased according to the development of the local national economy.

A certain proportion of the municipal and district lottery public welfare funds used at the same level should be used to develop causes for the disabled every year.

Encourage social organizations and individuals to donate property to fund causes for disabled people. Donors who donate property will enjoy relevant tax benefits in accordance with laws and administrative regulations.

The Municipal Welfare Foundation for Disabled Persons carries out fundraising and management work for disabled people in accordance with the law, and accepts the supervision of finance, auditing and other relevant departments to ensure that the funds raised are used for disabled people’s causes. Article 9 The municipal and district people's governments shall carry out disability prevention work, popularize disability prevention knowledge, establish a disability reporting system, improve the prevention and early detection and early treatment mechanisms of newborn defects, improve the quality of the population and prevent the occurrence of disabilities. Article 10 The municipal and district people's governments shall commend and reward units and individuals that have made outstanding contributions to safeguarding the legitimate rights and interests of persons with disabilities and developing causes for persons with disabilities, as well as persons with disabilities who have made outstanding achievements in economic and social development. Chapter 2 Social Security Article 11 The municipal and district people's governments and their relevant departments shall take measures to provide key guarantees and special assistance in response to the special difficulties and needs of disabled people to ensure the basic life of disabled people:

( 1) Disabled people who meet the conditions for urban and rural subsistence allowances should be given priority to be included in the scope of minimum living security;

(2) Disabled people in families with minimum living security should be given fixed living subsidies;

(3) Families with low-income disabled people should be given priority to be included in the scope of temporary assistance for people in need in urban and rural areas;

(4) Those whose lives are particularly difficult due to major diseases, disasters, schooling, etc. and are not included in the scope of temporary assistance Special assistance should be provided to families of disabled people;

(5) Severely disabled people who have no income or whose income is lower than the minimum living security standard in the region should be included in the scope of minimum living security. Among them, those who have lost Adults with severe disabilities who are capable of working should be provided with separate insurance and receive full subsistence allowances;

(6) Families with disabilities who meet the conditions for the renovation of dilapidated houses for rural people in need should be given priority in rebuilding their houses; < /p>

(7) Qualified urban low-income families with disabilities should be given priority to be included in the scope of urban housing security. Article 12 If qualified poor disabled people participate in the basic medical insurance for urban residents and self-employed urban poor disabled people pay basic pension insurance premiums, government subsidies will be provided in accordance with national regulations.

Government subsidies will be provided in accordance with national regulations for the individual contributions of qualified poor disabled people participating in the new rural cooperative medical care and for rural severely disabled people participating in the new rural social pension insurance.

For enterprises that recruit qualified disabled people, government subsidies for basic pension insurance, basic medical insurance and unemployment insurance will be provided in accordance with national regulations. Article 13: Municipal and district Disabled Persons' Federations organize disability assessments in accordance with relevant national regulations and issue "Disabled Persons' Certificates of the People's Republic of China and the People's Republic of China" free of charge. Disability assessment is free of charge.
