Chapter 2 Social Security Article 11 The municipal and district people's governments and their relevant departments shall take measures to provide key guarantees and special assistance in response to the special difficulties and needs of disabled people to ensure the basic life of disabled people:

( 1) Disabled people who meet the conditions for urban and rural subsistence allowances should be given priority to be included in the scope of minimum living security;
