Article 2 These regulations shall apply to planning, construction, management and other activities carried out within the administrative region of this city to promote the development of tourism across the region.

The term “all-region tourism” as mentioned in these regulations refers to taking the administrative region of this city as a complete tourist destination, taking tourism as the dominant industry, unified planning and layout, optimizing public services, promoting industrial integration, and strengthening It is a new development model that comprehensively manages and implements systematic marketing to enhance the modernization, intensification, quality and internationalization of the tourism industry and maximize the satisfaction of people's consumption needs in the era of mass tourism. Article 3 The development of all-region tourism shall focus on promoting Tangshan’s humanistic spirit, highlight humanistic concepts and cultural connotations, reflect the region’s natural and cultural landscapes, historical culture, modern industrial civilization, earthquake relics, earthquake relief, urban construction and other characteristics, and accelerate The cultural tourism industry should be integrated and developed to build a good natural ecological environment, humanistic and social environment and a safe tourism consumption environment, and create a global tourism and leisure destination.

The utilization of tourism resources should adhere to the priority of protection and reasonable and orderly development, so as to achieve mutual promotion and simultaneous improvement of economic benefits, social benefits and ecological benefits. Article 4 People's governments at the municipal and county levels shall incorporate the development of all-region tourism into national economic and social development plans and annual plans, with the goal of making the entire region livable, suitable for business and travel, strengthen organizational leadership, establish and improve comprehensive coordination mechanisms, and accelerate tourism development. Infrastructure construction, cultivating high-quality tourism products, developing tourism markets, improving the tourism development environment, integrating tourism resources, improving the tourism service system, promoting the integrated and coordinated development of tourism and related industries, giving full play to the leading role of the tourism industry, and promoting economic transformation and upgrading. Article 5: The tourism administrative departments of the people's governments at the municipal and county levels are responsible for the development, supervision and management of all-region tourism within their respective administrative regions.

Public security, emergency management, market supervision and management, transportation, culture and tourism, health, development and reform, commerce, agriculture and rural areas, urban management, natural resources and planning of municipal and county-level people's governments, etc. Departments, in accordance with their respective responsibilities, shall do a good job in the management and service of all-region tourism, and support and promote the development of all-region tourism. Article 6 People's governments at the municipal and county levels shall incorporate the development of all-region tourism into the target assessment system and implement target assessment management. Article 7 The tourism authorities of the people's governments at the municipal and county levels shall strengthen the coordinated development of the tourism industry within the region and the tourism industry of Beijing and Tianjin, establish and improve regional tourism cooperation mechanisms, coordinate the development and utilization of cross-regional and inter-regional adjacent tourism resources, and achieve coordination Mechanism, planning and layout, marketing and management services are integrated. Chapter 2 All-region Tourism Planning Article 8 The tourism authorities of the people's governments at the municipal and county levels shall work with relevant departments to prepare a full-region tourism development plan, solicit opinions from all parties in accordance with the law and submit it to the people's government at the same level for approval before organizing its implementation.

City- and county-level people’s governments should include tourism authorities in the urban and rural planning decision-making bodies of the people’s governments at the same level. Article 9 The overall tourism development plan shall be coordinated with the overall city plan, land use plan, ecological environment protection plan, marine functional zoning, mineral resources overall plan, woodland protection and utilization plan, scenic spot planning and cultural relics protection plan, and promote the realization of " Many regulations into one."

When developing and constructing tourism resources that cross county-level administrative regions and are suitable for overall utilization, the municipal people's government shall organize the preparation of a unified tourism development plan or the relevant county-level people's government shall negotiate and prepare a unified tourism development plan.

When formulating relevant plans, the development and reform, natural resources and planning, transportation, ecological environment and other departments of the municipal and county-level people's governments shall consider tourism projects, tourism public service facilities, and tourism transportation routes. spatial layout and construction land requirements. Article 10 Scenic area management agencies shall, before the development and construction of the scenic area, prepare a scenic area plan based on the overall tourism development plan, and carry out detailed plans for the protection, development and utilization of tourism resources in the scenic area, tourism services and business management, supporting tourism elements and construction of tourism facilities, etc. Arrangements shall be submitted to the tourism authority at the next higher level for review together with relevant departments and after organizing expert review, they shall be submitted to the people's government at the same level for approval.

The tourism authorities of the people's governments at the municipal and county levels shall supervise and ensure that the development and construction of scenic spots are carried out in accordance with the plan. Article 11 The construction of tourism projects shall comply with the overall tourism development plan and environmental protection, natural resource protection, cultural heritage protection, cultural relics protection and other laws and regulations, and environmental impact assessment shall be conducted in accordance with the law.

Projects involved in tourism projects shall undergo approval procedures in accordance with the law and in accordance with capital construction procedures.

The supporting facilities for tourism and ecological environment protection should be designed, constructed and put into use at the same time as the main project. Article 12 The overall tourism development plan and scenic spot planning shall not be changed without authorization. When the investment authority approves major tourism construction projects such as scenic spots, it shall notify the tourism authority; when convening relevant demonstration meetings, review meetings and other meetings, the tourism authority shall be notified to participate.
