Provisions of People's Republic of China (PRC) Customs on the Administration of Inbound and Outbound Luggage of China Passengers
(Promulgated by Order No.58 of the General Administration of Customs1August 1996 1996, and implemented as of August 1996 15).
Article 1 These Provisions are formulated in accordance with the Customs Law of People's Republic of China (PRC) and other relevant laws and regulations.

These Provisions apply to passengers who enter and leave the country with valid travel documents such as China People's Passport, including China residents and overseas Chinese, compatriots in Taiwan Province Province, compatriots in Hong Kong and Macao and other non-resident tourists in China, who are sent abroad for work, study, visit and study, and go abroad to visit relatives, friends, travel, business and study for personal reasons.

If the luggage and articles brought into the country by China passengers belong to the category and limited scope of taxable or duty-free articles specified in the List of Articles Carried by China Passengers (hereinafter referred to as the List) attached to these Provisions, the customs will grant them clearance, and the customs will go through the formalities of checking and releasing the articles with valid entry and exit travel documents and other relevant documents held by the passengers respectively.

Article 6
Non-resident passengers of China nationality who are allowed to enter the country and settle down should bring their own articles and means of transportation that they have owned and used abroad into the country, and submit a one-time application to the competent customs of the place of settlement with the settlement certificate issued by the relevant competent department of People's Republic of China (PRC) within three months after being allowed to enter the country and settle down. Among the above-mentioned articles for personal use, except for those listed in the List of Taxable Articles for Self-use and Installation of Settled Passengers (see Annex 2) attached to these Provisions, if they are within a reasonable quantity after examination by the Customs, they will be allowed to enter the country duty-free. Article 7
Settled passengers who stay for less than two years from the date of entry and then leave the country for settlement shall be transported out of the country duty-free, or pay import duties to the customs in accordance with the Measures of People's Republic of China (PRC) and People's Republic of China (PRC) Customs on the Entry of Luggage and Personal Postal Articles of Inbound Passengers.
Passengers who leave the country for settlement again, those who have stayed abroad for less than two years, those who have re-entered the country for settlement and the customs shall handle the articles for their own use brought into the country according to Article 3 of these Provisions.
Article 8
Non-resident passengers of China nationality who have entered the country for long-term work and study shall be inspected and released by the customs in accordance with these regulations before obtaining long-term residence certificates; After obtaining the long-term residence certificate, it shall be handled in accordance with the customs regulations on the entry and exit of public and private articles by non-resident long-term passengers and permanent offices.
Article 9
For passengers who travel to and from Hong Kong and Macao for many times in a short period of time, frequent entry and exit personnel and residents in border areas, the customs will only release articles necessary for their journey. Specific administrative regulations shall be formulated with the authorization of the relevant customs, and shall be promulgated and implemented after being approved by the General Administration of Customs of the People's Republic of China.
The "multiple trips in a short period of time" and "frequent entry and exit" mentioned in the preceding paragraph refer to entry within half a day (15 days) 1 time or more.
Article 10 Except for articles prohibited or restricted from leaving the country by the state, luggage and articles carried out by China passengers within a reasonable amount for their own use shall be allowed to leave the country after customs inspection.
Luggage and articles transported separately shall be handled by the local customs with valid exit certificates before I leave the country.
Article 11
Unless otherwise stipulated, the customs will not release the luggage and articles of China passengers that exceed the reasonable quantity for their own use and the specified limit, limit or variety. Unless I give up, I or my agent shall go through the formalities of returning the goods to the customs within three months; Failing to do so within the time limit, the customs shall handle it in accordance with the provisions of Article 23 of the Customs Law of People's Republic of China (PRC).
Article 12
Inbound and outbound passengers shall abide by these Provisions and other supplementary provisions promulgated by the relevant customs and the General Administration of Customs authorized by People's Republic of China (PRC) for the implementation of these Provisions. Violators will be dealt with by the Customs according to the Customs Law of People's Republic of China (PRC) and the Detailed Rules for the Implementation of Administrative Punishment of the Customs Law of People's Republic of China (PRC).
Article 13 The General Administration of Customs of the People's Republic of China shall be responsible for the interpretation of these Provisions.
Article 14 These Provisions shall be implemented as of August 1996.
