Ningyuan Ancient City is the earliest record of Xingcheng name in the history of Xingcheng County. In the Liao Dynasty, Xingcheng County, now the ancient city of Xingcheng, was established in the eighth year of Emperor Shengzong of Liao Dynasty.

This is the earliest origin of the name Xingcheng. At that time, it was as unknown as many small towns with the same fate. It was not until Zhu Chengzu of the Ming Dynasty left Fengyang that the famous Tang Tazhu of the Han Dynasty began to overhaul the castles and platforms of cities around the country for defense. In the third year of Xuande in Ming Dynasty, Wu Kai, the company commander, and Bao Huaide, the imperial capital, built the Ningyuan Acropolis, ceded territory to Jinzhou and Ruizhou, and set up the Ningyuan Acropolis north of Cao Zhuang and Tang Di.
