Article 4 The tourism administrative department of the Hangzhou Municipal People's Government is responsible for the overall planning, comprehensive coordination, supervision and inspection of the city's tourism, and implements industry management of the city's tourism industry. Its main responsibilities are:

County (city) tourism administrative departments are responsible for tourism management within their jurisdiction.

The management agencies of scenic spots and tourist resorts are responsible for the tourism management of the region according to their scope of responsibilities and under the macro guidance of the tourism administrative department.

All relevant departments shall coordinate with the tourism administrative department to manage the tourism industry in accordance with their respective responsibilities. Article 8 The development and utilization of tourism resources shall adhere to the principles of "unified planning, development in accordance with the law, reflection of characteristics, rational utilization, and scientific protection" and shall be in line with the tourism development plan and the city's overall plan. Article 9 encourages the development of leisure and vacation tourism, exhibition tourism, business tourism, ecological tourism, folk tourism and other types of tourism, enriches the cultural connotation of tourism activities, and promotes the six elements of tourism of "travel, food, accommodation, travel, shopping and entertainment" Overall coordinated development. Article 10: Encourage state-owned, collective, individual and private, foreign capital and other economic sectors to participate in the development and operation of Hangzhou's tourism industry, and attract social funds through multiple channels and forms to develop tourism. Chapter 2 Tourism Operation and Management Section 1 General Provisions Article 11 The operation of tourism business shall be reviewed and approved by the competent department in accordance with relevant regulations, and shall be approved and registered by the industrial and commercial administrative department. Article 12 Tourism operators shall operate in accordance with the law, improve service quality, consciously fulfill the service standards stipulated or agreed with tourists, and protect the personal and property safety of tourists. Article 15 Tourism operators must disclose service items and service charging standards in their business activities, clearly mark prices, and ensure service quality. They are not allowed to increase tourism charging standards without authorization; they are not allowed to peddle or buy and sell by force; they are not allowed to sell fake and shoddy goods; It is not allowed to deceive or coerce tourists into purchasing goods; it is not allowed to extort tourists' property, etc. Article 16 Tourism operators who participate in overseas international tourism fairs or establish tourism offices shall submit the matter to the municipal tourism administrative department for review and approval in accordance with relevant regulations.

Tourism operators that organize national tourism promotion activities, or foreign tourism operators that set up tourism offices in this city to hold tourism promotion activities, must report to the municipal tourism administrative department and submit for approval in accordance with relevant national regulations. .
