Interim Measures for Qualification Identification of Tourism Planning and Design Units

Chapter I General Provisions Article 1 These Measures are formulated in order to standardize tourism planning and design activities, strengthen the management of tourism planning and design units, improve the quality of tourism planning and design, safeguard the legitimate rights and interests of the entrusting party and the entrusted party, and promote the long-term development of tourism. Article 2 These Measures shall apply to national professional tourism planning and design units and institutions and enterprises undertaking tourism planning and design tasks. Article 3 Units engaged in tourism planning and design activities shall have the qualifications of legal persons. Fourth tourism planning and design units can engage in the following businesses:

(a) the following tourism planning:

1. Cross-regional tourism development planning;

2. Regional tourism development planning;

3. The planning of tourist areas includes overall planning, tourism project planning, regulatory detailed planning and constructive detailed planning.

(two) consulting services related to tourism planning and design. Chapter II Qualification Standards for Tourism Planning and Design Units Article 5 The qualification of tourism planning and design units is divided into three grades: A, B and C Article 6 A-level tourism planning and design unit shall meet the following conditions:

(a) strong technical force in tourism planning and design, complete professional configuration, with senior technical titles accounting for not less than a quarter of the total number of planning and design personnel, with tourism, marketing, regional planning, environmental protection, urban planning, construction, road traffic and other professional planning and design personnel with bachelor degree or above;

(2) Having independently undertaken the tourism development planning at or above the provincial level or the planning of more than five large-scale tourist areas;

(three) the results of tourism planning and design have a leading level in the same field in China;

(4) The registered capital is not less than 6,543,800 yuan. Seventh B tourism planning and design units shall meet the following conditions:

(a) strong technical force in tourism planning and design, complete professional configuration, planning and design personnel with senior technical titles accounting for not less than one-sixth of the total number of planning and design personnel, and planning and design personnel with college education or above in tourism, marketing, regional planning, environmental protection, urban planning, architecture, road traffic and other majors;

(two) independently undertaken the municipal (including municipal) tourism development planning or the planning of tourist areas above the third level;

(three) the results of tourism planning and design have advanced level in the same field in China;

(4) Its registered capital is not less than 500,000 yuan. Article 8 A Grade C tourism planning and design unit shall meet the following conditions:

(a) strong technical force in tourism planning and design, complete professional configuration, planning and design personnel with senior technical titles accounting for not less than one tenth of the total number of planning and design personnel, planning and design personnel in tourism, marketing, regional planning, environmental protection, urban planning, architecture, road traffic and other aspects;

(2) Having independently undertaken tourism development planning or tourism area planning at or above the county level;

(3) Its registered capital is not less than 200,000 yuan. Chapter III Qualification Identification and Management Article 9 To apply for the qualification identification of tourism planning and design, the following documents or materials must be provided:

(a) the legal person qualification certificate;

(2) the certificate of the fixed business place;

(3) Necessary business facility certificates;

(4) Relevant rules and regulations and internal management system;

(five) the existing planning and design achievements and appraisal;

(six) the professional, educational background and professional title of the planning and design personnel;

(7) Relevant scientific research achievements. Article 10 The qualifications of Grade A and Grade B tourism planning and design units shall be recognized by the National Tourism Administration.

Where a local planning and design unit applies for the qualification identification of Grade A and Grade B tourism planning, it shall submit it to the local provincial tourism bureau, and after the preliminary examination by the provincial tourism bureau, it shall recommend it to the National Tourism Administration, which shall identify it; Subordinate units of various departments, national scientific research institutions and their subordinate units in the State Council apply for Class A and Class B tourism planning qualifications, and directly submit them to the National Tourism Administration.

The qualification of Class C tourism planning and design units is directly recognized by the provincial tourism bureau and reported to the National Tourism Administration for the record. Eleventh tourism planning and design unit qualification certificate printed by the National Tourism Administration, issued by the Provincial Tourism Administration. The planning and design personnel of each tourism planning and design unit and their majors, academic qualifications and professional titles shall be reported to the National Tourism Administration for the record after being audited by the provincial tourism bureau. Thirteenth tourism planning and design units shall accept the annual inspection of the original preliminary examination department every two years. Do not meet the requirements of the original qualification grade, the original identification department shall make a decision to reduce its qualification grade; For those with higher grade conditions, the planning and design unit may apply for promotion. Fourteenth tourism planning and design units are revoked or dissolved, it shall go through the cancellation procedures with the original identification department.

The merger of tourism planning and design units must re-apply for the qualification grade. Fifteenth planning and design documents submitted by tourism planning and design units must indicate the qualification grade and qualification certificate number of the unit on the cover of the document. Sixteenth tourism planning and design unit qualification certificate is engaged in tourism planning and design business qualification certificate, only the holder can use, not transferable. Chapter IV Supplementary Provisions Article 17 These Measures shall be interpreted by the National Tourism Administration.
