Seventh National Forest Park shall complete the overall planning of National Forest Park within 08 months from the date of approval; If the National Forest Park merges or changes its business scope, it shall complete the overall planning within 12 months from the date of approval.
The planning period of the national forest park master plan is generally 10 year.

Article 9 If the scope of the built national forest park overlaps or crosses with the national nature reserve, the overall planning of the national forest park shall be coordinated with the overall planning of the nature reserve.
The approved national forest park master plan shall not be revised within 5 years; If it needs to be revised due to the construction of national or provincial key projects, it shall be reported to the State Forestry Administration for approval.
After the establishment of the National Forest Park and before the approval of the overall planning, no new permanent buildings, structures and other artificial facilities shall be built in the Forest Park.
Twelfth national forest park master plan approved by the State Forestry Administration shall be announced to the public within 30 days from the date of approval, and the public has the right to consult.
Article 13 The construction projects in the National Forest Park shall conform to the requirements of the overall planning, and their site selection, scale, style and color shall be in harmony with the surrounding landscape and environment, and the corresponding wastewater, garbage treatment and fire control facilities shall be designed, constructed and used at the same time.
If the construction projects built or under construction in the National Forest Park do not meet the requirements of the overall planning, they should be gradually transformed, demolished or moved out in accordance with the overall planning.
When carrying out construction activities in the National Forest Park, measures should be taken to protect the landscape and environment; After the construction is completed, the site should be cleaned in time to beautify the green environment.
Article 14 The national forest park management institution shall prepare and organize the implementation of forest management plans according to law, and strengthen the protection, cultivation and management of forests and trees in forest parks.
In order to improve the quality of forest landscape resources or develop forest eco-tourism, trees in national forest parks can be tended and cut down in a renewable way.
Fifteenth strictly control the use of forest land in construction projects in national forest parks, except for the protection of scenic resources such as forests, the construction of forest fire prevention facilities and demonstration bases of forestry ecological culture, the protection of tourists' safety and other engineering facilities that directly serve forestry production.
If the construction project really needs to use the forest land of the National Forest Park, it should avoid or reduce the impact on forest landscape, ecology and tourism activities, and go through the examination and approval procedures for requisition and occupation of forest land according to law. Construction projects may have a greater impact on the landscape and ecology of forest parks or lead to a significant decline in the quality of forest landscape resources. After obtaining the administrative license to cancel or change the business scope of the National Forest Park, the formalities for examination and approval of forest land occupation and requisition shall be handled according to law.

(four) damage or unauthorized removal of park facilities;
(five) untreated direct discharge of domestic sewage, waste water, waste gas, littering, waste residue, garbage and other pollutants;
(6) Smoking in non-designated smoking areas and using fire, lighting candles and setting off fireworks and firecrackers in the wild in non-designated areas;
(seven) to set up stalls and sell goods without authorization;

(nine) other activities prohibited by laws, regulations and rules.
The national forest park management institution shall inform the tourists of the precautions for forest protection.
The national forest park management institution shall supervise the organizers to carry out film and television shooting or large-scale cultural performances and other activities in accordance with the recorded activity plan; The organizer shall dismantle and restore the temporary facilities within the time limit prescribed by the national forest park management agency.
Twentieth approved by the relevant departments, the National Forest Park can sell tickets and collect related fees. Tickets and other operating income of national forest parks shall be used in accordance with the relevant provisions of the state, mainly for the cultivation and protection of forest landscape resources and the construction, maintenance and management of forest parks.

Units and individuals participating in the construction and operation of national forest parks shall conform to the overall planning of national forest parks and obey the unified management of national forest park management institutions.
If the subject of construction and management of national forest park changes, it shall apply to the State Forestry Administration for changing the licensee of national forest park according to law.
Twenty-second national forest park management agencies should announce the scope of forest parks and set up stakes.
The national forest park management institution shall use the special signs of China National Forest Park in accordance with the regulations. Without the consent of the State Forestry Administration, no unit or individual may use the name and special signs of the National Forest Park.
Article 23 The national forest park management institution shall establish and improve the explanation system, open up exhibition places, set up explanation signs for ancient and famous trees and major landscapes, provide publicity materials and explanation services, and introduce the popularization of natural science and social historical and cultural knowledge to the public by using modern information technology.
Twenty-fourth national forest park management agencies should set up safety protection facilities and safety warning signs in dangerous areas, and formulate emergency plans.
Areas without security are not allowed to open to the outside world.
Encourage national forest parks to purchase liability insurance and improve their ability to deal with tourism safety accidents.
Twenty-fifth national forest park management agencies shall organize and arrange tourism activities according to the tourist capacity determined in the overall planning of national forest parks, and shall not receive tourists who exceed the maximum tourist capacity.
Vehicles entering the National Forest Park shall follow the prescribed route and park at the designated place. The state encourages the use of low-carbon, energy-saving and environmentally-friendly vehicles in national forest parks.
Twenty-sixth national forest park management agencies should establish and improve the forest fire prevention system, implement the responsibility system for fire prevention, strengthen fire prevention publicity and management, establish forest fire fighting teams, and equip them with necessary fire prevention facilities and equipment.
Article 27 The national forest park management institution shall guide the residents in and around the forest park to develop planting, aquaculture and forest by-product processing industries with local characteristics, and encourage them to engage in activities such as resource management and protection and tourist reception related to the forest park.
Twenty-eighth national forest park management institutions shall establish and improve the information reporting system, and submit the protection and utilization of forest landscape resources to the people's forestry authorities at or above the county level as required.
Twenty-ninth people's forestry authorities at or above the county level shall improve the supervision and management system and strengthen the supervision and inspection of management activities such as overall planning and special planning.
Thirty-first in violation of the provisions of these measures, one of the following acts, by the competent forestry department of the people's government at or above the county level to the directly responsible person in charge or other directly responsible personnel shall be punished according to law, or suggest that the relevant competent departments shall be punished:
(a) the overall planning has not been compiled, the overall planning has been changed without authorization or the construction activities have not been carried out in accordance with the overall planning;
(two) do not engage in the construction and management of forest parks in accordance with the provisions;
(three) the construction project has a significant impact on the landscape and ecology of the forest park, or the quality of forest landscape resources has dropped significantly, without obtaining the permission of the cancellation or change of business scope of the National Forest Park;
(four) the main body of the construction and management of the national forest park has changed, and the procedures for changing the licensee of the national forest park have not been handled according to law.
Article 32 If the national forest park fails to prepare the overall planning or construction in accordance with the provisions, or fails to meet the requirements after being ordered to make rectification, so that the main functions of the national forest park cannot be brought into play, the State Forestry Administration may revoke the national forest park.
If the quality of forest landscape resources in the National Forest Park declines, the National Forest Park will be cancelled by the State Forestry Administration after the expert review by the China Forest Landscape Resources Evaluation Committee.
The revoked national forest park shall not apply for the establishment of a national forest park again within 3 years.
Thirty-third people's governments at or above the county level and their staff abuse their powers and engage in malpractices for selfish ends in the supervision and management of national forest parks, and shall be punished according to law; If the circumstances are serious enough to constitute a crime, criminal responsibility shall be investigated according to law.
Article 34 These Measures shall come into force on August 65438, 20 1 year.
