Article 4 The municipal, district and county people's governments shall incorporate the development of tourism into the national economic and social development plans, protect and rationally develop and utilize tourism resources in accordance with the law, cultivate the tourism market, establish and improve tourism management institutions, improve the tourism service system, and make the tourism industry It has gradually become a pillar industry of the city's national economy. Article 5 The municipal tourism administrative department and the tourism management agencies designated by the district and county people's governments (hereinafter referred to as the tourism administrative departments) shall, in accordance with the industry management authority, manage the tourism industry within their own administrative regions. Article 10: Encourage units, individuals and overseas investors to develop and utilize the city’s tourism resources. Those who have made outstanding achievements in the development and utilization of tourism resources will be commended and rewarded by the municipal, district and county people's governments or tourism administrative departments. Article 11: The establishment of a municipal tourism development fund will be mainly used for the construction of key tourism projects and the construction of tourism infrastructure. The specific scope and methods of collection shall be formulated separately by the Municipal People's Government in accordance with relevant national and provincial regulations. Article 12: All units and individuals should cherish and protect tourism resources. The development and utilization of tourism resources and the construction of tourism infrastructure should be consistent with the tourism development plan, and the architectural style should be coordinated with the surrounding environment.

It is prohibited to establish construction projects that pollute, damage the environment, or hinder the landscape in tourist attractions (spots). Article 13 If new, renovated or expanded tourism projects need to be reported to the municipal planning department for project approval, the construction unit shall report to the municipal tourism administrative department for review before project approval, and then handle other construction approval procedures in accordance with relevant regulations. Chapter 3 Tourism Operators Article 14 Those who apply to engage in tourism operations must meet the following conditions:

(4) Have management personnel who comply with the regulations of the tourism administrative department and have passed the assessment ;
