How to realize the sustainable development of rural tourism, that is, the healthy development of rural tourism and the long-term interests of farmers, is the most concerned issue of the government at present, and it is also the problem of how developers use agricultural land. 1. Further reform the management system and improve government service functions.

The leading role of local government in the development of rural tourism plays an important role at a certain stage, but it will also make residents in the development area excluded from the development of tourism from the beginning, disrupt the normal distribution order in the market economy environment, and is not conducive to the sustainable development of rural tourism. Therefore, local governments should gradually withdraw from the role of market economy participants, concentrate on creating and cultivating a market environment suitable for rural tourism management, standardize the behavior of rural tourism enterprises, and break the information asymmetry. Establish a perfect information collection and exchange system, especially to protect farmers' legitimate interests in the development of rural tourism, such as attaching importance to the construction of laws and regulations on land requisition and circulation, standardizing the rural land circulation market and evaluating the value of tourism resources, and strengthening the training and education of farmers' service skills.

2. Take various forms to realize land circulation and promote the sustainable development of rural tourism.

(1) Participatory joint-stock cooperative tourism development mode refers to a multi-form and multi-level sustainable development tourism form with rural settlements as the place, all rural farmers' participation, assets, technology and labor force as the core, rich rural natural landscape and colorful folk customs as the main source market, and urban residents as the integration of sightseeing, vacation, leisure and entertainment. In the distribution of benefits, this model combines dividend distribution by shares with distribution according to work. Because the shareholders in this model include all local farmers, it objectively promotes the improvement of rural residents' income and living standards, and embodies the spirit of "benefit sharing" in tourism. At the same time of tourism development, we should consider the long-term development of residents in the development zone, so that they can share the tourism income for a long time, obtain employment opportunities or engage in business licenses, and let farmers obtain long-term economic benefits.

(2) Several households and dozens of households can jointly carry out land transfer, allowing small and medium-sized enterprises to enter the development of rural hotels, or one or two households can carry out land transfer, urban residents can build holiday facilities in rural areas, or a village can jointly set up cooperatives to carry out land transfer throughout the village to form new settlement villages. In this way, farmers have not lost their land, the agricultural industry can be upgraded after social capital enters, and farmers can still engage in tourism services after training. In this way, farmers have realized the integration of urban and rural areas on the spot, without losing their land or employment.
