How to understand the new breakthrough of tourism policy under the new normal

Different from other industries, tourism develops relatively late in China's national economy. Under the fragmented development mode, the control means and administrative resources of tourism administrative departments are very limited. Tourism involves many industries and management departments. Although tourists always think of looking for the tourism administration department when they encounter problems, it is obvious that the coordination between the tourism administration department and other relevant departments is limited by the fragmentation system, which largely limits the tourism industry from becoming a "strategic pillar industry of the national economy and a modern service industry that makes the people more satisfied."

New breakthrough 1: the guarantee of institutionalization

Document 3 1 provides an effective institutional guarantee for solving this problem. For example, the document points out that "adhere to integrated development and promote the combination of tourism development with new industrialization, informationization, urbanization and agricultural modernization", "the state supports special funds such as service industry, small and medium-sized enterprises, new rural construction, poverty alleviation and development, energy conservation and emission reduction, and qualified tourism enterprises and projects should be included in the scope of support", "make overall use of funds benefiting farmers, strengthen infrastructure construction such as health, environmental protection and roads, and improve the rural tourism service system".

The document also stipulates that "urban and rural planning should consider the national leisure and holiday demand" and "cities with conditions should speed up the construction of slow-moving greenways", thus institutionalizing the construction of leisure and holiday facilities and functional layout into urban and rural planning, which not only lays a good foundation for the development of tourism, but also provides institutional guarantee for cities to return to leisure functions.

The document points out that "the construction of expressway, high-speed railway and airport should consider the needs of tourism development as a whole", "improve the tourism service functions of gas stations and expressway service areas" and "include the signs leading to tourist areas in the scope of road traffic signs", which will have an important positive impact on solving the key barrier-free problems in tourism.

Whether expressway has export docking is obviously the core factor that affects the development of tourist attractions and destinations. On the other hand, China's expressway service area is still basically stuck in the concept of "toilet, refueling, fast food" and other "points", and the service area space has not formed a gathering of travel service formats. This is neither convenient for tourists to travel, nor conducive to improving the economic benefits of expressway service area. The publication of this document will play an important role in promoting the transformation and development of expressway's dot-like and miscellaneous services to gathering areas and chain services.

This document specifically pointed out that "it is necessary to study the relevant policies of the central government to support tourism development under the new situation, and do a good job in national tourism propaganda, planning, personnel training and tourism public service system construction", and the funds for completing the above tasks mainly come from the National Tourism Development Fund. This indicates that the central financial support for tourism development may have a new breakthrough on the basis of the original national tourism development fund. The document also mentions that "the government has guided and promoted the establishment of a tourism industry fund", and we are full of expectations for the role of the tourism industry fund in combination with the encouragement and support for tourism enterprises involved in the part of "enhancing the driving force of tourism development".

New breakthrough 2: tourism land policy

In the document 4 1 in 2009, the policy on land use is that "the annual land supply should appropriately increase the land for tourism development. Actively support the development of tourism projects by using exploitable wasteland, barren slopes, beaches, garbage dumps, abandoned mines, remote islands and rocky desertification land. Supporting enterprises and institutions to use existing real estate and land resources to set up tourism is only a part of "perfecting supporting policies and measures" in the Safeguard Measures. There is no 3 1 in this year's document, and the part of "optimizing land use policy" is listed separately in "improving tourism development policy", which shows that the issue of tourism land is highly valued.

Land is always one of the key elements of economic development, so is the construction of tourism projects. In the past, there was no single type of tourism land use in China, which caused many restrictions on the supply of tourism land and added many obstacles to the construction of tourism projects and the development of tourism. Almost every article in document 3 1 on optimizing land use policy is mentioned, which is conducive to the new development of tourism under the new normal. For example, the regulation of "arranging the scale and layout of tourist land according to the overall land use planning and urban and rural planning" has made a good top-level design for tourist land and cracked the defects of tourist land types. "Strictly controlling the occupation of cultivated land by the construction of tourism facilities" has left institutional loopholes for the future rural tourism development land, the replacement of cultivated land for the construction of tourism facilities and the re-cultivation of cultivated land, which is conducive to promoting rural economic development with the help of tourism.

"Reforming and perfecting the management system of tourism land, promoting the combination of differentiated land management and guiding the adjustment of tourism supply structure" is also a policy with high gold content, which can be regarded as a concrete measure to respond to the "negative list" referred to in the resolution of the Third Plenary Session of the 18th CPC Central Committee, and an important regulation means to promote the transformation of tourism from attracting investment to attracting investment.

The implication behind this policy is that different types of tourism projects will have different land supply policies, and those tourism projects with priority development will receive preferential land supply. For those tourism projects that restrict development, land supply will be constrained, and the supply structure of tourist destinations will be optimized through the regulating valve function of land supply.

There is a difference between facilities land and landscape land in tourism projects. The "land differentiation management" put forward in document 3 1 will be very important and even affect the survival of a tourism project under the new normal of "promoting the development of tourism products in the direction of sightseeing, leisure and vacation to meet diversified and multi-level tourism consumption needs". Because an obvious phenomenon is that the landscape land of many leisure and holiday projects may be much larger than the facilities land, and on the one hand, these landscape land does not directly produce economic benefits, on the other hand, it often has strong positive externalities, which is helpful to improve the tourism environment in the surrounding areas. In this case, if the land price of landscape and facilities is set at the same level, it is difficult for project investors to bear it. This is also a thorny issue for many investment projects in tourism real estate, leisure and holiday.

China has not only 9.6 million square kilometers of land, but also 300 square kilometers of marine land and 32,000 kilometers of coastline (6,543,800+8,000 mainland coastline). However, among the 6,543,800 mainland coastline, there are not many resources left for coastal leisure and holiday. Document 3 1 pointed out that "the occupation of sea areas and coastlines should be regulated when compiling and adjusting the overall land use planning, urban and rural planning and marine functional area planning". This policy will have a positive impact on coordinating the contradiction between demand motivation and supply constraint in developing coastal leisure vacation in China, and will be a constraint on the industrialized utilization of a large number of coastal leisure vacation resources.

"On the premise of conforming to the planning and use control, rural collective economic organizations are encouraged to set up tourism enterprises with other units and individuals in the form of shares or joint ventures with the right to use collectively operated construction land according to law", which is a more objective understanding of rural tourism from the perspective of rural economic development. Rural tourism is an important starting point for many villages in China to move from agricultural economy to rural economy. Micro-tourism market (Karl Honnore, light vacation, deep leisure), which is constantly emerging and rapidly growing in the tide of urban-rural interaction, is an important starting point for rural tourism development, and liberating land elements is the key to rural tourism development. It is believed that the liberation of land elements will help to promote the capital flow, product improvement and quality improvement in the development of rural tourism.

New breakthrough 3: research travel orientation

The book "The Third Industrial Revolution" mentioned that people's pro-nature complex is innate, and we need to find ways to awaken the instinct of being close to nature buried in the subconscious. The theory of attention reconstruction holds that the natural environment can improve people's attention and memory, because there is "gentle charm" everywhere in nature-rustling trees and clear and pleasant water can bring a high degree of relaxation and supplement to thinking. Experiments in cognitive psychology also show that nature plays an important role in "repairing and nourishing" human cognitive ability. Travel is one of the best choices to arouse this instinct and improve people's cognitive ability.

At the same time, we need to deeply realize that no matter how brilliant the culture is, it can only shine on the educated younger generation. How to promote young people's profound understanding of the great rivers and mountains and splendid culture of the motherland, and then strengthen the cultural inheritance and patriotism education for young people in China has become a very urgent problem. In this regard, tourism is a very important and effective way.

It is also based on the above understanding that "actively carrying out research travel" constitutes an important content of "expanding tourism development space" in document 3 1. Putting study tour on the height of all-round quality education, enhancing the understanding of nature and society, cultivating the sense of social responsibility and practical ability, patriotism and national conditions education is a major breakthrough in China education since the one-child family structure.

The document further proposes to establish a phased study tour system, establish a number of study tour bases, and improve the reception system to make this important breakthrough more feasible. It would be more perfect if international studies at the university level could be further incorporated into the system construction from the perspective of enhancing the global vision of young people.

Grasping the youth will seize the future of China, and grasping the youth tourism will seize the future of China tourism. From this point of view, the breakthrough significance of document 3 1 for research travel cannot be overemphasized.
