According to the Opinions, by 2025, the total number of tourists in Jiangxi Province will reach 1 100 million, and the total tourism revenue will reach10.2 trillion yuan. The proportion of added value of tourism and related industries in the province's GDP has been continuously improved, and the people's sense of tourism happiness and acquisition has been continuously enhanced. Through continuous efforts, we will build a number of world-class tourist attractions and resorts with Jiangxi and Anhui characteristics.

The opinions are divided into eight parts: general requirements, enriching product supply, strengthening publicity and marketing, promoting scientific and technological empowerment, improving service level, improving factor support, expanding market players and strengthening safeguard measures.

The Opinions made detailed plans and requirements for the development of red tourism, eco-tourism, rural tourism, cultural tourism, leisure tourism, holiday tourism, urban tourism and new tourism. In terms of developing urban tourism, the Opinions put forward that the protection and utilization projects of historical and cultural cities, historical and cultural blocks, protective buildings and urban industrial heritage should be implemented to create city business cards. Promote urban renewal, use urban landmarks, cultural and creative parks, cultural and artistic venues, theaters, art centers and other resources to build a number of urban tourist attractions, scenic spots and supporting complexes with high standards, launch a number of urban boutique tourist routes, and strive to build a number of national-level tourist and leisure cities and blocks.

The "Opinions" stated that it is necessary to promote scientific and technological empowerment, improve the smart tourism platform, continue to promote the iterative upgrade of the "One Mobile Phone Tour Jiangxi" project, and expand the scale and scope of the use of the "Home Tour Jiangxi" cultural tourism e-passport. Benchmark the standards of world-class tourist attractions and cultivate world-class tourist attractions with rich cultural heritage. Support qualified scenic spots to create national 5A scenic spots, realize the continuous increase of the number of national 5A scenic spots in Jiangxi Province, and strive to reach 15 in 2025.
