How to Construct the Security Strategy around China —— Taking the South China Sea as an Example

Geographically, the South China Sea is one of the three marginal seas in Asia. It borders China, Guangdong and Guangxi in the north and is under the jurisdiction of Hainan Province in China. Zengmu shoal in the southern margin is the southernmost point of China's territorial waters. It is a deep-sea basin with an area of 3.5 million square kilometers (1, 356,5438+0,350 square miles), bordering the Pacific Ocean and the Indian Ocean in the east and across the Philippine Islands and sunda islands in the south, and bordering Indochina Peninsula and Malay Peninsula in the west. The average depth is 12 12 m, and the deepest point is 5559 m. Crossing the narrow Taiwan Province Strait from the East China Sea to the south, you enter the surging South China Sea. The South China Sea is the deepest and largest sea in China, and the third largest continental marginal sea in the world after the Coral Sea and Arabian Sea. The South China Sea is a shipping hub between the Pacific Ocean and the Indian Ocean, which is of great significance in economy and national defense.

Of the more than 50 uninhabitable islands or shallow reefs in the South China Sea, more than half were occupied by Vietnam, and only 8 remained in Chinese mainland. The largest Taiping Island is controlled by the authorities of Taiwan Province Province, and the rest is occupied by the Philippines, Malaysia, Indonesia, Brunei and other countries. The unclear situation in the South China Sea has laid an unstable factor for China's future marine living space. China's South China Sea Fleet will complete its deployment in the South China Sea on 10 to strive for a favorable international environment and recapture the territory belonging to the Chinese nation. Constructing the security strategy around the South China Sea is of great guiding significance to China's national defense security and territorial integrity.

First, establish the strategic concept of "great peripheral" security and determine the long-term planning of military development and deployment. With the continuous development of China's economy and the deepening of world economic globalization, China's security interests, especially economic security interests, are expanding from neighboring countries to further regions and even the world. Although our military strength and deployment are constantly following up, there is still a huge gap in front of the huge demand gap. This contradiction was highlighted when the "De Xinhai" was hijacked by Somali pirates last year and the escort formation was unable to rescue it. Therefore, we must establish a "macro-peripheral" security strategic concept of "basing on local conditions and looking at the whole world", and we must formulate a set of short-,medium-and long-term development plans to meet the new security strategic needs as soon as possible. On the other hand, there is a big gap between the current military level and military deployment of our army and this goal. We want to rise peacefully, we oppose hegemonism, but we want to be safe, and the interests of the country and the people are safe on a global scale!

Second, speed up the adjustment of the current military deployment to cope with the regional security situation. At the same time, focus on the global security situation and accelerate the pace of military development. The people's armed forces departments of provincial military regions, military sub-regions and counties will be unified and transformed into people's armed forces departments of corresponding administrative levels, which are responsible for reserve, militia and national defense mobilization, belonging to the Ministry of National Defense, and relevant personnel will be retired from active service and restructured into administrative cadres or staff.

Turning some units closely related to local work into the administrative establishment of the police force as a whole is a way out. For example, the navy's marine police area and coastal defense forces will be transformed into "marine police" forces, and China's "coast guard" will be established to replace some or all of the functions of the sea patrol, anti-smuggling and fishery administration departments and become a paramilitary force with both military and civilian purposes; Integrate the border guards and armed police forces in the border provinces and military regions into "border police" forces, adjust the tasks of the armed police forces accordingly, and strengthen their functions of riot prevention, security and secret service; Both the "Marine Police" and the "Border Police" are subordinate to the Ministry of National Defense (which needs to maintain China's characteristics and not be in line with international standards), and are under the dual leadership of the Military Commission and the Ministry of National Defense, with personnel administration.

Third, strengthen infrastructure construction, and establish a regional city in southwest China and Saudi Arabia on the existing basis, which belongs to Hainan Province. The Southwest Zhongsha Garrison was established and managed by the South China Sea Fleet. Strengthen the construction of Xisha Island. On several big islands in Xisha, we will strengthen the construction of fishery facilities and various basic living facilities in Xisha, and strengthen the capacity of material reserve and replenishment. Make Xisha the center and forward base of the South China Sea. Expand the military airport of Yongxing Island in Xisha, build a permanent hangar with new JH7 and S30MKK2, build a 10,000-ton military port to park large ships, and build a coastal array sonar system and corresponding radar communication command logistics support system. On the islands currently controlled by Nansha, we will vigorously build artificial islands and expand the construction of permanent buildings on the existing basis, so that each island reef can be independently guarded and echoed from afar. Large docks should be built on each island reef, and helicopter platforms, various armament systems and relatively perfect living facilities should be built as much as possible. In particular, it is necessary to strengthen the construction of fishery facilities in mischief reef and spare no effort to turn it into an absolutely safe fishing port and the southernmost fishing base in China. At least one wharf capable of berthing 10,000-ton ships (blasting the rocks at the southwest lake mouth for large ships to berth in and out) and a helicopter platform at the corresponding atoll should be built in mischief reef lagoon.

Fourth, vigorously develop marine fisheries and marine energy industries to promote Nansha's economic prosperity. Both the central and local governments should introduce corresponding encouragement policies to promote the stability of Shashi in southwest China with economic prosperity. The government should strengthen macro guidance and supervision with active policies. Strengthen the basic research and investigation in the South China Sea, and vigorously improve the hydrogeology, meteorology, tides, resources and other materials. Establish a permanent meteorological service station in the southwest of Zhongsha City.

Five, the navy should establish and improve the daily patrol system, and send planes, warships, supply ships and hospital ships to patrol Shashi in southwest central China without interruption. Especially in Nansha and Zhongsha waters. Build a complete early warning, detection system and communication command system to realize information sharing of all islands and reefs. At the same time, do a good job in information service guidance for economic construction.

Vi. Vigorously develop the tourism industry in Southwest China. Further promote the patriotic enthusiasm of the people and the prosperity and stability of southwest Shashi.

Seven, actively and steadily recover the territory. We should strengthen preparations with positive principles and policies, find the right time, and recover the territory in one fell swoop when Jamlom has the opportunity. It is necessary to plan the uncontrolled territory now, and build permanent buildings as soon as possible after restoration to consolidate the results. It is best to build a relatively complete base in Nansha or larger islands in Zhongsha (such as Zhongye Island and Taiping Island), build a large naval dock and fixed-wing aircraft airport, reserve materials, arrange aircraft and ship radiation, and ensure that the territory is under the control of our navy.

This island is a truly unsinkable aircraft carrier. The southwest Zhongsha waterway is the lifeblood of the whole western Pacific. If it is lost, its significance is not only the loss of the maritime border, but that our lifeline has been mastered by others. Just as we lost the rear areas like Xinjiang and Tibet, we lost not only resources and sovereignty! By then, we will only be slaughtered!

Eight, to build a security strategy around the South China Sea, we should pay attention to the golden age of China's economic development, so it is not appropriate to use force. It is reasonable for other countries to constantly emphasize China's sovereignty over the South China Sea and avoid neighboring countries occupying islands in the South China Sea. Cruise the South China Sea regularly or irregularly to declare China's sea power.

Strengthening the strength of the South China Sea Fleet will have a deterrent effect on neighboring countries that encroach on our islands. We must resolutely crack down on those arrogant people. Win without fighting and recapture the island it occupied.

Carry out cooperation with neighboring countries on the basis of hard means, put aside disputes and develop together. We can't just shelve domestic disputes and let them develop. The South China Sea issue is difficult to solve because the hegemonism and power politics behind the United States support those countries that occupy our island. The South China Sea is also a very important strategic location, so the United States and Japan support Southeast Asian countries and are ready to intervene.

To solve the South China Sea issue, China must also be able to prevent US military intervention.

In a word, building a security strategy around the South China Sea is of great significance to China, as well as to the national security of Northeast Asia, Beihai, Northwest China and Japan. China people have mixed feelings about the South China Sea. But anger can't solve the problem. Only by wisdom and reason can we finally find a way out.
