Actively cultivate counties with professional functions such as cultural tourism

The General Office of the Central Committee of the Communist Party of China and the General Office of the State Council recently issued the "Opinions on Promoting Urbanization Construction with County Towns as an Important Carrier" ” (hereinafter referred to as the “Opinions”). The "Opinions" make it clear that we should actively cultivate counties with professional functions such as culture and tourism, and strengthen the protection and inheritance of history and culture.

In terms of "scientifically grasping functional positioning and classifying to guide the development direction of counties," the "Opinions" propose that we should actively cultivate professional functional counties. Support counties with resources, transportation and other advantages to develop their professional expertise, cultivate and develop characteristic economies and pillar industries, strengthen industrial platform support, improve employment absorption capabilities, and develop into counties with professional functions such as advanced manufacturing, trade circulation, and cultural tourism.

In terms of "cultivating and developing characteristic and advantageous industries and stably expanding county jobs", the "Opinions" emphasize that based on the endowment of cultural and tourism resources, industries such as cultural experience, leisure vacation, special B&B, health care and elderly care should be cultivated. Renovate and upgrade department stores, large stores, and specialty commercial streets, and develop new consumer clusters. Improve tourist service centers, tourist roads, tourist toilets and other supporting facilities.

In terms of "strengthening historical, cultural and ecological protection and improving the quality of the county's living environment", the "Opinions" require the inheritance and continuation of the historical context and the strengthening of traditional cultural heritage. Protect historical and cultural cities and towns and historical and cultural blocks, and retain the historical texture, spatial scale, and landscape environment. Strengthen the protection of revolutionary cultural relics, red sites, and cultural heritage, and revitalize and utilize historical buildings and industrial heritage. Promote the integration of intangible cultural heritage into county construction. Encourage the inheritance and innovation of architectural design. It is strictly prohibited to demolish the real ones and build fake ones, or to fake the real ones. It is strictly forbidden to demolish old buildings at will, move and cut down old trees on a large scale, and it is strictly forbidden to encroach on the land in scenic spots. Improve the ecological green space system, build ecological green corridors based on natural bases such as mountains, rivers, forests, fields, lakes and grass, use surrounding barren hillsides and polluted land to carry out land greening, and build street green spaces, green recreational spaces, and country parks.

The "Opinions" also proposed to improve the functions of public libraries, cultural centers, museums and other venues as needed, develop smart radio and television platforms and integrated media centers, and improve the emergency broadcast system. Build national fitness centers, public stadiums, fitness trails, social football fields, and outdoor sports public service facilities, and accelerate the opening of school venues for enjoyment. Build sports parks in an orderly manner to create a green and convenient new carrier for residents’ fitness.
