Provisions on the meeting of tourist attractions for cadres of central enterprises in party member

1998 Since the General Office of the Central Committee and the General Office of the State Council issued the Notice on Prohibiting Party and Government Organs from Holding Meetings in Scenic Spots, the phenomenon of party and government organs at all levels holding meetings in scenic spots, especially the 12 scenic spots explicitly prohibited by the Central Committee, has been effectively curbed. However, the problem of illegal meetings in the above-mentioned scenic spots has not been completely eliminated. Meetings in other hot spots and outside the scenic spots have occurred from time to time, and some units have also organized public travel under various excuses, which has damaged the image of the party and the government, and the broad masses of cadres and the masses have strongly reflected this. In order to thoroughly implement the spirit of the eight central regulations and the regulations of the party and government organs to strictly practise economy and oppose waste, and resolutely put an end to illegal acts such as using public funds to visit scenic spots in the name of meetings, with the consent of the CPC Central Committee and the State Council, relevant matters are hereby notified as follows.

1. Party and government organs at all levels shall not receive Badaling-Ming Tombs, chengde mountain resort Waiba Temple, Wutai Mountain, Taihu Lake, Putuo Mountain, Huangshan Mountain, Jiuhua Mountain, Wuyishan Mountain, Lushan Mountain, Taishan Mountain, Wudang Mountain, Wulingyuan (Zhangjiajie), Baiyun Mountain, Guilin Lijiang River, subtropical seashore, Emei Mountain-Leshan Giant Buddha, Jiuzhaigou-Huanglong, Huangguoshu and Xishuangbanna.

2. Meetings of local party and government organs at all levels shall be held within their own administrative areas and shall not be held in other areas; If it is really necessary to hold a meeting across administrative regions due to work needs, it must be reported to the party Committee and government at the same level for approval. If the core scenic spots of scenic spots are highly coincident with the main administrative areas of local governments, local party and government organs shall hold meetings in internal meeting places or designated hotels. When the central and state organs hold meetings outside Beijing, they must strictly implement the relevant provisions on the management of conference fees.

Conference organizers should arrange the conference schedule reasonably, strictly abide by the time limit for registration and departure, and it is strictly forbidden to provide accommodation for participants beyond the prescribed time limit, and it is strictly forbidden to organize visits, inspections and other activities unrelated to the conference.

Third, the party and government organs held professional meetings involving tourism, religion, forestry, earthquake, meteorology, ecological environment protection, land and resources, scenic spot planning and so on. If it is really necessary to hold it in a scenic spot on the banned list, the management system should be improved and strict control and examination and approval should be carried out. Vertical management units shall be reported to the higher authorities for approval, and other units shall be reported to the party committees and governments at the same level for approval.

Four, it is strictly prohibited for party and government organs at all levels to organize public travel in the name of holding a meeting. It is strictly forbidden to include in the conference fees, training fees and reception fees the fees that should be borne by individuals, such as ticket fees, tour guide fees, scenic facilities use fees and transportation fees to and from scenic spots. It is strictly forbidden to transfer the above expenses to subordinate units, scenic spot management departments, reception service places, tourism intermediary companies and other units. It is strictly forbidden to ask the management department of tourist attractions, related enterprises and other units to waive the above fees in violation of regulations.

Fifth, the financial department should establish a regular or irregular financial supervision and inspection system for conference expenses, and the auditing organ should establish a regular audit and supervision system for conference expenses, increase the publicity of audit results, and, when necessary, carry out extended supervision, inspection and audit for the management departments of tourist attractions, reception service places, conference training intermediaries and other units to prevent the transfer of expenses, and promptly transfer clues of violations to the discipline inspection and supervision organs.

Six, this notice applies to all levels of party organs, people's congresses, administrative organs, CPPCC organs, judicial organs, procuratorial organs, as well as trade unions, the Communist Youth League, women's federations and other people's organizations and institutions managed by reference to the Civil Service Law.

Seven, before the relevant provisions are inconsistent with this notice, this notice shall prevail.
