1. Project Background

In order to further improve the quality of professional and technical personnel in rural primary and secondary schools, township health centers, grassroots animal husbandry and veterinary stations, and agricultural technology extension stations in our province, strengthen the construction of grassroots social security organizations, and support the development of the province’s tourism industry , optimize the overall structure of the professional and technical talent team at the grassroots level, do everything possible to expand employment, focus on the employment of college graduates, effectively solve the current employment difficulties of graduates, alleviate employment pressure, and continue to support people in accordance with the practical goals for the private sector determined by the provincial party committee and the provincial government Employment of college graduates.

2. Objectives and tasks

The province selects 10,000 ordinary college graduates to work at the grassroots level. Among them, 3,000 ordinary college graduates are recruited to teach in rural primary and secondary schools; 3,000 are recruited 2,000 general college graduates majoring in medicine (including nursing majors) will work in township health centers; 2,000 general college graduates majoring in animal husbandry, veterinary medicine, and agriculture will be recruited to work in grassroots animal and plant disease prevention and control, agricultural technology promotion, and agricultural product quality and safety supervision. Work in agriculture-related positions; recruit 2,000 general college graduates in related majors to engage in grassroots social security and tourism work.

3. Selection scope and conditions

(1) Selection scope. Gansu students who graduated in 2002 or later, are not yet employed, and have a junior college (including higher vocational) degree or above from ordinary universities and previous graduates.

(2) Selection conditions.

1. Love the motherland, abide by laws and regulations, and be in good health. I am willing and suitable to teach in rural primary and secondary schools, work in township health centers, and work on the front lines of grassroots animal husbandry and veterinary medicine, agricultural technology promotion, social security and tourism;

2. Obey work needs and organizational assignments;

3. Meet the professional requirements specified in the recruitment positions (specific requirements are subject to the "2011 Implementation Rules for the Employment Support Project for College Graduates" issued by the Provincial Department of Human Resources and Social Security and other departments).

4. Selection method and time schedule

The province-wide unified examination will be adopted for selection. In March, all cities and states report demand plans and allocation plans; in April, recruitment plans are announced to the public; in May, registration is organized; in June, the province uniformly organizes examinations; in July, recruitment is reviewed and approved; in August, pre-job training is organized , placement, and inspection and acceptance.

5. Indicator Allocation and Resettlement Methods

(1) Indicator Allocation. The Provincial Department of Human Resources and Social Security decomposes and issues selection indicators based on the needs and registration status of grassroots teachers, medical staff, animal husbandry and veterinary, agricultural technology, social security, and tourism positions in each city and state; each city and state decomposes the indicators to counties and districts.

(2) Unified examination. Recruitment and selection will be conducted through unified examinations organized by the Provincial Department of Human Resources and Social Security. The examination subjects are divided into basic public knowledge (150 points) and basic professional knowledge (150 points). The two scores are added together to get the total score (minority candidates in ethnic minority autonomous prefectures and ethnic minority autonomous counties will add 5 points to the total score). point).

(3) Primary selection, physical examination, and public announcement. Each county, city, and city is sorted from high score to low score based on distribution indicators and total scores to determine the list of candidates to be admitted. (4) Approval, training and induction. Qualified candidates to be admitted will be reviewed and approved by the Provincial Department of Human Resources and Social Security in conjunction with relevant departments, and a formal document will be issued to all cities and states. Before taking up the job, the relevant departments of the provincial government will arrange pre-job training for the admitted personnel.

6. Safeguard Measures

The salary of selected ordinary college graduates shall comply with the national unified salary policy standards for newly recruited personnel in local public institutions, and shall be included in the provincial fiscal transfer Pay.

After ordinary college graduates are hired, they will be managed as staff of grassroots public institutions and sign employment (work) contracts with the local county and city education, health, agriculture, animal husbandry, tourism and human resources departments. After the probation period expires, the employee shall not be transferred from the job within 5 years.

The expenses for organizing examinations are borne by the provincial and municipal finances at different levels. The expenses required by the provincial authorities to organize examinations are paid by the provincial finances, and the expenses required by cities and states for organizing examinations are borne by the city and state finances.

7. Work Requirements

(1) Project organization. Under the unified leadership of the Provincial Graduate Employment Leading Group, led by the Provincial Department of Human Resources and Social Security, and coordinated by the Provincial Department of Education, the Provincial Department of Health, the Provincial Department of Agriculture and Animal Husbandry, the Provincial Department of Finance, the Provincial Department of Supervision, the Provincial Tourism Bureau and other relevant departments, in conjunction with the municipalities The state, county and city governments have jointly organized the implementation work.

(2) Work discipline.

1. Strict discipline. Recruitment work must adhere to the principles of "openness, equality, competition, and merit selection." Relevant departments and staff in various places must strictly abide by relevant recruitment policies and regulations, strictly enforce work disciplines, and strictly enforce work procedures. 3. Pay close attention to implementation. 8. Acceptance Method

After the recruitment work is completed, the Provincial Department of Human Resources and Social Security, together with the Provincial Department of Education, the Provincial Department of Supervision, the Provincial Department of Finance, the Provincial Department of Agriculture and Animal Husbandry, and the Provincial Department of Health , the Provincial Tourism Bureau and other departments will check and accept the implementation of the work and report to the provincial government in writing.
