Legal analysis: the cost of traveling with a group during the epidemic may not be fully refunded. If the travel contract cannot be continued due to force majeure, tourists and tour operators have the right to terminate the contract. For tourists who propose to terminate the contract, if they join a tour group, the tour agency will refund the balance to the tourists after deducting the non-refundable fees paid to the ground agency or performance assistant.
Legal basis: Article 180 of the Civil Law of People's Republic of China (PRC) shall not bear civil liability if it fails to perform its civil obligations due to force majeure. Where there are other provisions in the law, those provisions shall prevail. Force majeure is an unforeseeable, unavoidable and insurmountable objective situation.
