The Peony Festival is an ancient traditional folk event in China. It began in the Sui and Tang Dynasties and flourished in the Song Dynasty. Every April is the season when peonies are in full bloom, and peonies come slowly from all over the country. There are currently three large-scale peony fairs in China: First, the China Luoyang Peony Cultural Festival (Luoyang Peony Fair) (April 5-May 5) is a national intangible cultural heritage; second, the Heze International Peony Fair is organized by Heze Sponsored by the Municipal People's Government; the third is the Pengzhou Peony Fair.

Peony is one of the famous flowers in China and is known as the "King of Flowers". Peony cultivation originated in Heluo and has a history of more than 1,600 years. As one of the centers of peony cultivation, Luoyang had systematic flower planting technology as early as the Tang and Song Dynasties, and formed peony-related flower viewing customs, poems, paintings, legends and costumes, from which Luoyang peony culture was derived.

Luoyang was once the Tokyo of the Tang Dynasty, with convenient transportation and prosperous trade. There are many gardens in the city, and almost every household has the tradition of planting peonies. Flower viewing is very popular. The poems of Bai Juyi, a poet of the Tang Dynasty, "On the 20th day after the flowers bloom, the whole city goes crazy" and Liu Yuxi, "Only peonies are the true national color, and when the flowers bloom, the capital moves" are vivid portrayals of the custom of peony appreciation in Luoyang, the eastern capital.
