The breadth and depth of tourism development in Shanxi province are far from meeting the needs of economic development and people's living standards. Since the Tenth Five-Year Plan, the Shanxi Provincial Party Committee and the provincial government have identified tourism as the leading industry of the tertiary industry, and it is one of the seven dominant industries that the province focuses on cultivating and supporting. According to the changes in the orientation of tourism industry by the provincial party committee and government and the development of tourism in Shanxi Province, the development direction of "planning as the key link, market first, route as the shape and culture as the soul" has been formulated. During this period, with the gradual implementation of various strategic measures for tourism in the province, the tourism structure has been continuously optimized, the tourism system and mechanism have been continuously innovated, the tourism environment has been further improved, the tourism investment has been increased, the industrial contribution rate has increased year by year, and the industrial status has been significantly improved. The tenth five-year plan period is the fastest and best period in the history of tourism development in Shanxi Province. Although it was severely hit by the SARS epidemic in 2003, after more than two years of efforts, tourism departments at all levels have made the tourism industry out of the trough, developed strongly and achieved outstanding results.

Great progress has been made in the construction of tourism infrastructure.

During the "Tenth Five-Year Plan" period, tourism investment in Shanxi Province increased and tourism infrastructure construction made great progress. The construction of tourism infrastructure is gradually moving towards the track of scale and standardization, showing an all-round and diversified development trend. All kinds of infrastructure basically meet the needs of domestic and foreign tourism markets and greatly promote the development of tourism in the province.

Tourism investment has increased, and the pattern of investment diversification has initially taken shape.

During the Tenth Five-Year Plan period, the province's tourism infrastructure investment adhered to the principle of "national, local, departmental, collective, individual, using foreign capital and market financing", mobilized all social forces to raise funds through various channels to set up tourism, and embarked on a new path of government-led, social investment and attracting investment. According to statistics, during the Tenth Five-Year Plan period, the investment in infrastructure construction and tourism resources development in the province reached 6.96 billion yuan, which was five times higher than that during the Ninth Five-Year Plan period. The average annual growth rate of tourism investment is 133.6%, which is 70.3% higher than the average annual growth rate of 63.3% during the Ninth Five-Year Plan period.
