How to write a plan?
I. Concept
Plan is a commonly used document, which is used to make arrangements in advance to achieve the goal within the scheduled time.
Plans are also called points, plans, ideas, plans, opinions, arrangements, plans, etc.
Second, the role
In the normal operation of government agencies, enterprises and institutions and even the whole country, planning plays an indispensable role in forecasting, supervising and guiding. With a plan, it is helpful to grasp the progress of the work and check and summarize the work in time.
(a) the plan reflects the line, principles, regulations and policies of the party and the state.
(2) Planning contributes to the completion of work objectives and tasks. The plan has clear objectives, as well as specific measures and methods to achieve them.
(three) the plan has the role of guidance, promotion and supervision.
Third, characteristics
(1) predictability. The plan not only predicts the goal to be achieved in the future, but also makes detailed arrangements and arrangements for the work, methods and steps to achieve this goal, so that this goal can be completed in time and smoothly.
(2) practicality. Any plan must be put into practical work to guide practice to test whether it is correct or not. Planning and practical work are closely linked, and it is meaningless to have no planning to guide practice in practical work.
(3) scientific. Planning should be scientific, and it is the result of collecting, inducing, identifying, analyzing and processing all kinds of information. This is by no means a question of subjective assumption or speculation. The scheme should be specific, clear and appropriate, and the methods and steps should be feasible. The steps, measures, methods and requirements of the plan should be scientifically predicted and demonstrated as far as possible, so as to give full play to the role of coordinating work and mobilizing enthusiasm.
Fourth, the type.
According to different classification standards, there are different types of plans.
According to time, there are monthly plans, quarterly plans, annual plans, short-term plans and long-term plans.
According to the nature, there are mandatory plans and guiding plans.
According to the scope, there are team plans, unit plans, system plans, regional plans, national plans and international cooperation plans.
According to the content, there are special plans and comprehensive plans.
According to the writing method, there are provision plans and table plans.
Section 2 Planning and Writing
Writing method
The structure consists of two parts: the title and the text.
(1) title. There are usually two kinds: one is composed of "planning unit+planning time+planning content+language". The location and time limit of the planning unit can be determined as needed. For example, XX Public Security Bureau 1998 annual political study plan. The other is composed of "planning unit+planning content+language", which is mostly used for special planning. For example, the XX sub-district office's "dirty and messy" special rectification plan.
Some plans have not yet been finalized, and they are still in the stage of brewing, discussion and revision. This situation should be reflected in the title. The words "draft", "first draft", "trial draft", "draft for comments", "draft for review" and "draft to be approved" are generally written behind or below the title. For example, the Tenth Five-year Plan for Poverty Alleviation in XX Province (draft).
In addition, according to different characteristics, planning can also choose different names, such as planning, arrangement, main points, ideas and so on. Of course, these names are used differently. "Plan" has the widest applicability. "Planning" is used for long-term and wide-ranging planning, such as "Guangzhou Urban Development Planning". "Arrangements" are applicable to short-term work plans, such as "Security Work Arrangements for Spring Festival Holidays in XX Factory". "Assumptions" are suitable for rough forecasts-not yet very specific plans, such as "XX company's vision for the next five years". "Essentials" is a summary of work priorities, such as "Work Essentials of XX Company 1999". "Planning" is holistic, long-term, step-by-step and methodical, which includes both investigation and analysis of the actual situation and a clear proposal of strategies.
(2) the text. It includes three parts: preface, text and conclusion.
Preface generally explains the guiding ideology and basis of planning,
In other words, explain why the plan should be made, what is the basis for making the plan and so on. Concise and to the point.
For example, the three-year (2003-2005) action plan for tourism development in Shanghai.
Foreword:
Since the implementation of the Tenth Five-Year Plan for two years, the city's tourism industry has shown a good development momentum. A number of new urban landscapes, such as Shanghai Science and Technology Museum and Oriental Land, have been built and opened one after another. Large-scale activities, festivals, exhibitions and tourism have developed rapidly, and tourism supporting facilities have been continuously improved. In 2002, the number of inbound tourists in this city reached 2.725 million, a year-on-year increase of 33.4%; Foreign exchange income was US$ 2.28 billion, up by 25.8% year-on-year; The number of domestic tourists was 876 1 10,000, up 6.1%year-on-year; Domestic tourism revenue was 99.38 billion yuan, a year-on-year increase of 23.3%. The added value of tourism accounts for about 6.0% of the city's GDP. Tourism has become a new growth point of the city's economic development, which has played a positive role in stimulating domestic demand, promoting the development of related industries, promoting employment, improving people's quality of life and expanding the city's international influence.
This preface clearly puts forward the guiding ideology and basis of the work plan, which provides the premise and foundation for making the plan.
Theme. Including mission objectives, measures, methods and requirements, called
Three elements of planning.
Mission objectives are the basic requirements of the plan. It is the driving force and direction of work; Work without goals must be blind and messy. The goal of the plan should be written first. Mission objectives can be long-term or short-term. Some plans have both long-term and short-term goals, which are more instructive and enlightening. Mission objectives should be practical.
Measures are concrete measures to achieve the goal, that is, how to do it. Including organizational division of labor, process arrangement, manpower and material resources, ways and means, etc. Organize the division of labor, that is, arrange which task is responsible by which unit or department and distinguish the responsibilities, so as to avoid the plan being unable to be implemented because no one is responsible. Process arrangement means that a goal should be completed in stages. We should rationally allocate human and material resources and fully mobilize all positive factors. It is necessary to allocate work according to the difficulty of the work and the quality of the conditions, so as to avoid some projects being overstaffed, the backlog of materials being idle, and some projects being short of people and materials. This part is often related to whether the target task can be completed on time with good quality and quantity, so it must be written in detail, concrete and thorough, which is practical and practical.
Requirements are requirements for the quality, time and quantity of the target tasks.
The objectives, measures and requirements are interrelated and influence each other. The goal is the premise, the measure is to implement the guarantee, and the requirement is the supervision mechanism.
3. It's over. The last part is often a prospect of the implementation of the plan, and at the same time, it appeals to all members to boost morale and inspire people to work hard to achieve their goals and bright prospects.
Second, the requirements
The quality of planning is directly related to the short-term and long-term development of the work of this unit, and we must pay attention to:
(a) the principles and policies of the party and the state are closely integrated with the actual situation of the unit. Attention: First, handle the relationship between the long-term interests of the state and the short-term interests of the collective, and the interests of the collective and the individual should be subordinate to the interests of the party and the state; The second is to handle the relationship between the whole and the part. The work of each unit is partial and should be coordinated with the work of the system, the region and even the whole party and the whole country. When making a plan, we should also study the actual situation of our unit.
(2) fully mobilize the wisdom of the masses. The masses know the work best and have the most say. Before making a plan, we should go deep into the masses and brainstorm. The masses are the ultimate executors of this plan. Without their participation, the plan could not have become a reality. After the plan is formulated, it should be taken to the masses, and their opinions should be sincerely consulted, and then necessary amendments and supplements should be made.
(three) the content is specific and clear, and it is forbidden to be flashy. Based on the actual needs, formulate specific, feasible and operable schemes. The objectives, tasks, measures, methods and steps of the plan must be specific and clear, and at the same time, they should be clearly expressed in concise, practical and easy-to-understand language.
