Shanghai Tourism College was funded and built by Shanghai Normal University and is a private college. In fact, there is no substantial relationship between the two and they belong to two different management systems.

Shanghai Tourism College was established in 1979. It was the earliest independently established tourism higher education institution in China. It was once affiliated with the former National Tourism Administration and was managed by Shanghai Municipality in 2000.

In August 2003, with the approval of the Shanghai Municipal People's Government, Shanghai Tourism College merged with the Shanghai Normal University School of Urban and Tourism to form the Shanghai Normal University Tourism School to carry out academic education at all levels from junior college to master's degree .

At the same time, Shanghai Tourism College still carries out vocational education as an independent legal entity.
