The National Tourism Administration issued the Standard of Travel Agency's Pre-departure Service and the Standard of Civilized Tour Guide. Two tourism industry standards will be implemented on May 1. The new norms clearly point out that tour guides and tour leaders have the right to report uncivilized behavior of tourists to relevant departments through travel agencies.

"Civilized Tourism" is defined for the first time in the Specification for Pre-departure Description Service of Travel Agencies, and "Guide Guided Civilized Tourism" is the first professional industry standard to standardize civilized tourism guidance.

The Guide Guide Standard for Civilized Tourism has made corresponding requirements from general content requirements such as laws and regulations, customs and taboos, environmental protection, etiquette norms, to food, shelter, transportation, travel, shopping, entertainment, and specific handling of emergencies. It also gives tour guides and tour leaders the right to report uncivilized behavior of tourists to relevant departments through travel agencies.

It is understood that before this, the National Tourism Administration also implemented the Interim Measures for the Management of Uncivilized Behavior Records of Tourists, and carried out the management of uncivilized behavior records of tourists in the whole industry.

The "Interim Measures" stipulate that the county, prefecture (city) and provincial tourism authorities are responsible for the collection and submission of "uncivilized behavior of tourists" in the region. The State Council tourism authorities are responsible for the national "uncivilized behavior of tourists" management. At the same time, it is stipulated that after the "uncivilized behavior record of tourists" is formed, the tourism authorities should inform the tourists themselves of the "uncivilized behavior record of tourists" information, prompting them to take remedial measures to recover the adverse effects. When necessary, inform the public security, customs, border inspection, transportation, people's bank credit reporting agencies and other departments of "uncivilized behavior records of tourists".

"At present, I haven't seen the details of the new regulations, nor have I studied the specific operation methods." Ye Fei, head of the Industry Management Office of the Municipal Tourism Administration, said that everyone is talking about "civilized tourism" and building "civilized tourism". Regarding the new regulations, Ye Fei believes that the quality of tourists needs to be gradually improved, and some habits and behaviors are sometimes difficult to be regulated in a short time, which is a process. In addition, if the uncivilized behavior of tourists cannot be included in the credit information system, the implementation of this norm is of little significance because it is not too binding on tourists.
