Regulations of Inner Mongolia Autonomous Region on Tourism (revised on 20 17)

Chapter I General Provisions Article 1 In order to protect the legitimate rights and interests of tourists and tour operators, standardize the order of the tourism market, protect and rationally develop and utilize tourism resources, and promote the sustained and healthy development of tourism, these Regulations are formulated in accordance with the Tourism Law of the People's Republic of China and relevant state laws and regulations, and in light of the actual situation of the autonomous region. Article 2 These Regulations shall apply to the formulation of tourism planning, the protection and development of tourism resources, tourism services, tourism business activities, tourist activities and related supervision and management within the administrative area of the autonomous region. Article 3 The development of tourism should adhere to the principles of giving priority to protection, scientific planning and rational utilization, ensure ecological security, highlight the characteristics of human history, customs and natural resources, promote global tourism and four-season tourism in an orderly manner, and realize the unity of social, economic and ecological benefits. Article 4 People's governments at or above the county level shall strengthen the organization and leadership of tourism development within their respective administrative areas, incorporate tourism development into the national economic and social development plan, establish and improve the comprehensive coordination mechanism and incentive mechanism of tourism, increase investment and support for tourism, optimize the tourism development environment, and promote the integrated development of tourism and related industries.

Sumu Township People's Government and sub-district offices shall assist the people's governments at or above the county level and their relevant departments to do a good job in the protection and utilization of tourism resources, tourism development, tourism safety supervision and tourism environmental order maintenance within their respective administrative areas. Article 5 The tourism authorities of the people's governments at or above the county level shall be responsible for the overall coordination, comprehensive guidance, public service, supervision and management of the tourism industry within their respective administrative areas.

Other relevant departments of the people's governments at or above the county level shall, in accordance with their respective responsibilities, do a good job in the development of tourism. Article 6 People's governments at all levels shall publicize the ecological civilization of tourism, strengthen the education of socialist core values, guide tourists, tour operators, employees and residents in tourist areas to enhance their awareness of protecting the ecological environment, and advocate healthy, civilized and green tourism modes. Seventh tourism industry organizations should formulate and implement industry norms, strengthen industry self-discipline, play the role of service, guidance and coordination, promote the construction of industry integrity, and safeguard the legitimate rights and interests of the industry and fair competition order. Chapter II Tourism Planning and Promotion Article 8 The people's governments at or above the county level shall, in accordance with the national economic and social development plan and the tourism development plan at the higher level, and in combination with the reality of tourism resources, organize the formulation of tourism development plans in their respective administrative areas.

The people's governments at or above the county level or the tourism authorities may organize the preparation of special plans according to the needs of local tourism development. Ninth tourism development planning and special planning should highlight the local characteristics, and with the overall land use planning, urban and rural planning, environmental protection planning and other natural resources and cultural relics and other human resources protection and utilization planning. Encourage qualified areas to implement multi-regulation integration. Tenth tourism development planning and special planning can be commissioned by the legal conditions of the unit through bidding, and listen to public opinions.

Tourism development planning and special planning shall be examined by the competent tourism department of the people's government at the next higher level.

Tourism development planning and special planning shall be announced in a timely manner. Eleventh people's governments at or above the county level shall organize the evaluation of the implementation of tourism development planning and special planning, and if it is necessary to change according to the evaluation results, it shall timely adjust and modify the planning contents according to law and make it public. Article 12 People's governments at or above the county level shall increase financial investment in tourism, make use of various tourism development funds and related funds, and strengthen the construction of tourism infrastructure and public service facilities, the promotion of tourism image and the protection of tourism resources.

People's governments at or above the county level can support the construction of characteristic tourism projects and improve tourism supporting facilities by means of cooperation between the government and social capital and the establishment of tourism industry funds. Thirteenth people's governments at or above the county level shall fully consider the spatial layout and construction land demand of related tourism projects and facilities when compiling the overall land use planning and urban and rural planning, and ensure the land for major and key tourism projects.

On the premise of protecting the ecological environment, encourage the use of barren hills, gullies, hills, beaches, garbage dumps and abandoned mines for comprehensive tourism development and construction. Fourteenth people's governments at or above the county level shall promote the transformation and upgrading of tourism development mode, create tourism products, cultivate tourism brands, and promote the construction of well-known tourist destinations at home and abroad. Fifteenth people's governments at or above the county level shall formulate and implement policies and measures to promote the integrated development of related industries and tourism according to local conditions, and promote the innovative development of cultural tourism, industrial tourism, research tourism, leisure tourism, eco-tourism, red tourism and sports tourism. Article 16 The people's government of the autonomous region shall formulate and implement the strategy of enhancing the tourism image of the whole region, and make overall arrangements for enhancing the tourism image of the whole region. The administrative office of the Union, the municipal people's government divided into districts and the people's government at the county level are responsible for organizing tourism image publicity in the region, and improving tourism image publicity institutions and networks.

The relevant departments of the people's governments at or above the county level shall cooperate with the promotion of tourism image. Seventeenth people's governments at or above the county level shall, according to the needs of the tourism industry, rationally plan and build tourist distribution centers, consulting service centers, tourist transfer stations, medical rescue stations, toilets, parking lots and other basic service facilities. , establish and improve the tourism public service system.
