Can the tourism industry shoulder the heavy responsibility of leading comprehensive and deepening reform?

At the beginning of reform and opening up, factors of production solidified. During the period of comprehensive deepening reform, the management methods, systems and mechanisms of various management departments have solidified, and even departmental interests have been formed. The management methods of land, construction, planning, project approval and other departments are seriously rigid and increasingly unsuitable for the development of market economy. The key to deepening the reform in an all-round way is to establish a management system that conforms to the operating rules of the market economy. Therefore, choosing an industry with overall situation, certain scale and flexible industrial characteristics to promote deepening reform is one of the important ways to comprehensively deepen reform.

Tourism is fully capable of taking on the heavy responsibility of leading comprehensive and deepening reform again. First, compared with the beginning of reform and opening up, the basic characteristics of tourism, such as lightness, smallness and spirit, the role of tourism window effect, and the characteristics of tourism industrial structure and industrial layout have not changed. Second, after 40 years of reform and opening up, tourism has become a strategic pillar industry of the national economy, playing a more prominent role in alleviating the downward pressure on the economy, expanding domestic demand, bridging income polarization, adjusting industrial layout and structure, solving environmental pressure, and realizing the Chinese dream. Third, the tourism industry is more and more related, and the characteristics of "one industry is prosperous and all industries are prosperous" are more and more prominent, which is an important industry that has a bearing on the overall situation; Fourthly, tourism, as one of the industries with the highest degree of marketization after the reform and opening up in China, has relatively few internal constraints and will not be subject to too many internal constraints in the process of leading the reform.

However, any industry is branded with the times. Before the arrival of the wave of further deepening reform, the tourism industry is also facing serious constraints in deepening development, and most of these problems are the reflection of deep-seated problems related to the overall situation of tourism reform, not just the internal problems of tourism itself.

During the "Thirteenth Five-Year Plan" period, tourism should become an ice-breaking industry leading China to comprehensively deepen its reform.
