Article 4 The people's governments at or above the county level shall incorporate tourism into the national economic and social development plans, increase investment, accelerate the construction of tourism infrastructure, improve the tourism environment, encourage and support the development of tourism, and cultivate tourism as an integral part of Gansu's economy. an important industry.

Chapter 2 Development and Protection of Tourism Resources Article 6 The term “tourism resources” as mentioned in these Regulations refers to the natural landscapes, cultural landscapes and folk customs that can be developed and utilized for the development of tourism and can produce economic and social benefits.

The development and construction of tourism projects using resources such as forests, waters, grasslands, nature reserves, cultural relics and historical places must comply with relevant laws, regulations and regulations on environmental protection, cultural relics protection, forest and nature reserve management, etc. According to the regulations, the natural landscape and ecological environment shall not be damaged, and the ancient cultural environment shall not be damaged.
Infrastructure facilities such as traffic roads and walking paths, water supply, drainage, flood control, power supply, communications, fire protection, garbage and sewage treatment should be constructed in tourist areas. Article 9 For the establishment of a new provincial-level tourist resort, the local people's government of the city or county shall obtain the consent of the people's government of the city or state (regional administrative office) where it is located and then submit it to the provincial people's government for approval. The establishment of a new national-level tourist resort shall be submitted to the State Council for approval by the Provincial People's Government. Article 10 Domestic and foreign organizations and individuals that invest in developing tourism resources and constructing tourism development zones, key tourist attractions and tourist facilities will be given preferential treatment and support in accordance with relevant regulations. Article 11 No unit or individual may destroy tourism resources or develop tourism resources in violation of the overall plan for the development and utilization of tourism resources.
It is prohibited to quarry, mine, dig sand, cut down trees, discharge pollutants, dump waste, etc. within the tourist area without authorization. Chapter 3 Tourism Operation and Management Article 12 To open and establish a travel agency, the procedures shall be completed in accordance with the relevant procedures stipulated in the "Regulations on the Administration of Travel Agencies" of the State Council. Article 13 Foreign-invested travel agencies must handle relevant procedures in accordance with the special provisions of Chapter 4 of the "Regulations on the Administration of Travel Agencies" of the State Council.

Article 14 Tourism operators shall provide high-quality services, disclose service items and service charging standards, and implement clearly marked prices; implement the charging standards set by the government price management department, or abide by the charging standards agreed with tourists; and shall not defraud or extort tourists . Article 15 Tourism operators should establish a strict safety management system to ensure the personal and property safety of tourists. They can set up geographical boundary signs, service facilities and tour guides in tourist areas as needed. High-altitude tourism facilities and thrill tourism projects must comply with national safety regulations and standards. Article 16: Tourism operators publishing various types of tourism advertisements must be true and legal. Article 17 Travel agencies operating international and domestic tourism business must apply for a travel agency business license in accordance with national regulations, pay a quality deposit, and be registered with the industrial and commercial administration department before they can operate tourism business.
Travel agencies must engage in tourism business in accordance with the "Travel Agency Business License" and the business scope approved by the business license.
The provincial tourism administrative department implements an annual business inspection system for travel agencies.
