I. Scope of implementation

The scope of Huimin tourism is: A-level scenic spots and non-A-level paid scenic spots in Caidian area that voluntarily participate in Huimin activities. A-level toll scenic spots include: Wuhan Huabohui (4A), Jiuzhen Mountain Tourist Resort (4A) and Jinlong Shuizhai Ecological Park (4A); Non-A-level scenic spots include: Jiuzhen Taoyuan and Vanilla Flower Field.

Reminder: There will be no Wuhan Wildlife Kingdom in 223, so you need to purchase tickets normally.

II. Implementation target

1. caidian district residents (subject to the address specified in the ID card).

2. Residents of Zhuankou, Zhuanyang and Junshan in Wuhan Economic and Technological Development Zone (based on the list of household registration personnel provided by the relevant police stations in the above three streets, verified by ID cards).

3. Foreign investors and workers who have worked in Caidian and purchased social security for one year (the information of social security card personnel in caidian district is provided by the District People's Social Security Bureau, and the information database of Huimin tourists is updated once a year).

4. Non-Caidian nationals among caidian district deputies to the National People's Congress and CPPCC members, non-Caidian nationals working in government agencies and institutions in caidian district, non-Caidian nationals who have joined the new rural social endowment insurance in caidian district, and non-Caidian nationals who are the legal representatives of enterprises within the jurisdiction of Caidian (the relevant competent authorities will explain by letter and provide basic personal information, and they can be verified to enter the park with their ID cards).

III. Implementation contents and free time

1. Free items are scenic spot tickets. Fees for large-scale performing arts activities, tour guide explanation services, parking, cruise ships, connections and leisure and entertainment projects provided by scenic spots are still charged according to the approved scenic spot pricing.

2. Except for statutory holidays (New Year's Day, Spring Festival, Tomb-Sweeping Day, Labor Day, Dragon Boat Festival, Mid-Autumn Festival, National Day holidays, including the off-duty time) and large-scale activities in the scenic spot, large tickets for the scenic spot are not allowed to enter during other opening hours.

IV. Implementing Subsidy Standards

When applying for ticket income subsidies for A-level toll scenic spots, the single ticket subsidy is calculated at 3% of the window execution price, with the maximum not exceeding 24 yuan; When the non-A-level toll attractions declare the ticket income subsidy, the single ticket subsidy is calculated at 2% of the window execution price, and the maximum is not more than 18 yuan. There is no limit to the number of times that tourists visiting Huimin enter the scenic spot, and the same tourist is counted up to 4 times a year. The maximum annual ticket income subsidy for a single scenic spot is no more than 4 million yuan.

V. Mode of Implementation

(1) When free objects enter the scenic spot, they need to go through the smart travel card facility and enter the scenic spot in one of the following ways: ID card+face recognition; Alipay or WeChat QR code (ID number verified when booking)+face recognition.

(2) Each scenic spot shall declare with a copy of its business license and relevant materials, and use special financial funds to cash it after being audited and submitted for approval by the District Cultural Tourism Bureau.
