First, the project construction system is different. 5A focuses on the overall service level of scenic spots, while national tourist resorts focus on the construction of holiday products.

Conceptually, 5A scenic spot refers to the scenic spot level divided according to the quality grade of China People's Scenic Spot, which is divided into five grades, from high to low, namely AAAAA, AAAA, AAA, AA and A, and 5A is the highest-level scenic spot in China, representing the level of world-class scenic spots in China.

Therefore, 5A scenic spot focuses on the service quality of the scenic spot, with specific quantifiable evaluation criteria, and more is the comprehensive service quality of the scenic spot. 5A-level tourist attractions have higher requirements for tourist traffic, tourist areas, tourist safety and reception capacity. If the scenic spot is a 5A-level scenic spot, it means that the reception capacity is high and the supporting facilities are complete, which can ensure large-scale teams to enter, so there are a large number of tourists and high exposure. A typical standard is that 5A scenic spots need more than 1 000 parking spaces, while national tourist resorts don't.

National-level tourism in the resort emphasizes in-depth experience and leisure vacation. The core of national tourist resorts lies in the construction of holiday products, especially the construction of holiday hotels. In the mandatory index of National Tourism Resort, it is clearly required that there should be at least three resort hotels with international brands or standards, and the total number of rooms should be no less than 1 000, with a score of more than 2000. The required area of the national tourist resort is much larger than that of the 5A scenic spot, which is not less than 3 square kilometers, and the national tourist resort is not less than 8 square kilometers.

Secondly, the standard of 5A-level scenic spots only involves the number of tourists, while national tourist resorts pay more attention to the overnight rate of tourists.

In the standard of 5A-level scenic spots, on the one hand, it is required to receive no less than 400,000 tourists per year (the proportion of overseas tourists is not less than 5%), on the other hand, the maximum tourist carrying capacity of scenic spots must be verified and announced to the public; Both requirements only concern the number of tourists.

National tourist resorts not only have requirements on the number of tourists received each year (the number of reception days is more than 700,000), but also have detailed requirements on the rate of overnight visitors. The standard requires the annual average number of overnight visitors to be more than 3 days (annual average number of overnight visitors, non-annual average number of tourists), at least one-third of overnight visitors stay for more than 3 nights or two-thirds stay for more than 2 nights, and the annual average number of overnight visitors is more than 0.6 nights.

Thirdly, most 5A-level scenic spots are resource-based scenic spots, and the source of profit depends on ticket income, while national tourist resorts generally have no tickets, and the main source of profit is holiday experience.

At present, many 5A scenic spots still rely on local excellent natural tourism resources to collect tickets for profit.

National tourist resorts generally do not need tickets, and the source of profit is the experience and economy in the resort. For example, Qingdao Phoenix Island National Tourism Resort is located in Qingdao West Coast New District, the venue of Qingdao International Beer Festival, and has excellent resources such as sea, beach, island and bay. Hanbi Building, the first seven-star hotel in Chinese mainland, is located here.

Generally speaking, the number of tourists in 5A scenic spots is much higher than that in leisure resorts, but the per capita consumption of leisure resorts is higher than that in 5A scenic spots.

Fourth, the investment scale is different. The investment scale of national tourist resorts is much higher than that of scenic spots in 5A, so the number of national tourist resorts is far less than that of scenic spots in 5A.

For 5A scenic spots, the focus is on improving the service construction of scenic spots, while for national tourist resorts, it is to create the essence of leisure and holiday experience. Therefore, in terms of investment scale, the number of national tourists in the resort is much higher than that in the 5A scenic spot, but in terms of quantity, the number of national tourists in the resort is far less than that in the 5A scenic spot.
