Chapter I General Provisions Article 1 In order to strengthen the protection, management, construction and utilization of Xingdoushan National Nature Reserve (hereinafter referred to as the Nature Reserve), protect the original population of Metasequoia glyptostroboides and its habitat, and maintain the biodiversity of the Nature Reserve, according to the Law of People's Republic of China (PRC) on Regional National Autonomy, the Law of People's Republic of China (PRC) on State-owned Forests and the Regulations of People's Republic of China (PRC) National Nature Reserve. Article 2 The nature reserve belongs to the nature reserve of wild plants in the category of wild animals, and is located within the legal scope of Enshi City, Lichuan City and Xianfeng County under the jurisdiction of Enshi Tujia and Miao Autonomous Prefecture (hereinafter referred to as Autonomous Prefecture), starting from Xingdoushan in the east and reaching Xiaohe in the west.

Residents of non-nature reserves are prohibited from illegally moving into nature reserves. Article 3 Units and individuals engaged in activities in nature reserves shall abide by these Regulations. Article 4 Nature reserves shall adhere to the principles of giving priority to protection, scientific planning, rational utilization and sustainable development. Article 5 Nature reserves shall, under the leadership of the provincial administrative departments of nature reserves and the people's governments of autonomous prefectures, implement a management system combining unified management with territorial management. Article 6 The people's governments of autonomous prefectures and relevant counties and cities shall strengthen their leadership over the protection, management, construction and utilization of nature reserves and incorporate them into the national economic and social development plan; In accordance with the principle of graded responsibility, the management and construction funds of nature reserves will be included in the fiscal budget. Seventh units and individuals that have made remarkable achievements in the construction, management, protection and utilization of nature reserves and related scientific research, as well as meritorious personnel who have reported major illegal cases, shall be commended and rewarded by the people's governments at all levels or the nature reserve management agencies. Chapter II Protection and Management Article 8 The management institutions of nature reserves shall perform the following duties according to law:

(a) to publicize and implement the laws, regulations and rules of the state on nature reserves;

(two) to formulate the overall planning, detailed zoning planning and corresponding protection measures for nature reserves and organize their implementation;

(3) Investigating natural resources, establishing archives and databases, organizing environmental monitoring, and protecting the natural environment and natural resources of nature reserves;

(four) to protect the forest ecosystem and rare and endangered wild animals and plants and their habitats in nature reserves, and to explore ways to protect and rationally utilize natural resources;

(five) to organize or assist the relevant departments to carry out scientific research in nature reserves;

(six) under the premise of not affecting the natural environment and natural resources of nature reserves, organize visits, tourism and other activities;

(seven) other duties as prescribed by laws, regulations and rules. Ninth autonomous prefecture forestry administrative departments should strengthen the guidance of nature reserve management; The competent forestry administrative departments of relevant counties and cities shall, jointly with the management agencies of nature reserves, do a good job in the construction of * * * * pipes in the local area; Other relevant departments shall, in accordance with their respective responsibilities, do a good job in the protection, management, construction and utilization of nature reserves. Article 10 The people's governments of relevant counties and cities shall assist the management agencies of nature reserves in establishing joint defense and protection organizations. Joint defense organizations are responsible for formulating protection conventions, carrying out protection publicity and education, implementing responsibilities, and doing a good job in protection management. Eleventh nature reserves are divided into core areas, buffer areas and experimental areas according to the needs of protection, management, construction, utilization and scientific research.

Boundary markers in nature reserves and boundary markers in core areas, buffer areas and experimental areas shall be established and promulgated by the people's governments of autonomous prefectures and the management agencies of nature reserves respectively.

No unit or individual may move, occupy or damage boundary markers, boundary markers and other facilities and equipment in the protected area. Twelfth nature reserves can engage in scientific research, teaching practice and specimen collection activities in the buffer zone; The experimental area can engage in scientific experiments, teaching practice, sightseeing, tourism, domestication and breeding of rare and endangered wild animals and plants.

Those who engage in non-destructive scientific research, teaching practice and specimen collection activities in the buffer zone of nature reserves shall submit an application and activity plan to the nature reserve management agency in advance, and be approved by the nature reserve management agency.

Units and individuals that are approved to engage in scientific research, teaching practice and specimen collection in the buffer zone of nature reserves shall submit a copy of the results of the activities to the management agencies of nature reserves. Thirteenth it is forbidden to use fire in nature reserves.

Forest fire prevention work in nature reserves shall be managed territorially according to administrative regions, and the chief executive shall be responsible for it. Fourteenth it is forbidden to cut down and destroy plants and ancient and famous trees protected by the state in nature reserves. Trees that must be cut down due to lightning, pests, fires, natural aging and other reasons shall be submitted for approval according to procedures.

The original mother trees of Metasequoia glyptostroboides and other ancient and famous trees in the nature reserve are listed and protected by the nature reserve management agencies, and managed by the forest right holders. Article 15 It is forbidden to hunt, kill, sell, purchase or transfer wild animals in nature reserves. Hunting, killing, selling, purchasing or transferring due to special circumstances such as scientific research, protecting the safety of residents' lives and property, domestication and breeding, exhibitions and gifts shall be carried out in accordance with the relevant provisions of the state and the province.
