Process:

(1) The applicant submits application materials to the exit-entry administration department of the public security organ at or above the county level entrusted by the State Administration of Immigration and collects fingerprint information as required;

(2) if the accepting institution meets the application conditions, the application materials are complete and conform to the legal form, it will issue an Application Acceptance Receipt to the applicant; If the application materials are incomplete or do not conform to the statutory form, the applicant shall be informed of all the contents that need to be supplemented at one time; Those that do not belong to the scope of responsibilities of the department or do not meet the acceptance requirements shall not be accepted, and the reasons shall be explained to the applicant.

(3) The examination and approval authority conducts an examination and makes a decision of approval or disapproval. If it refuses to approve, the examination and approval authority shall issue a Decision of disapproval to the applicant.

Processing materials

1. Fill in the Application Form for Entry and Exit Certificates of China Citizens;

2. A valid travel permit to and from Hong Kong and Macao (except those who apply for a travel permit to and from Hong Kong and Macao at the same time);

3. Application materials related to the application.

Mainland residents who apply for an endorsement to travel to and from Hong Kong and Macao in the place where they have a non-permanent residence in accordance with the relevant regulations of the State Administration of Immigration must also submit proof that they meet the application conditions in the place where they have a non-permanent residence. Military personnel and state functionaries registered for the record shall submit a letter of approval for entry and exit certificates issued by their subordinate units or higher-level competent units in accordance with the personnel management authority. Mainland residents who have not applied for passports on demand must also issue relevant certification materials in accordance with relevant regulations.

Mainland residents who apply for a travel permit to and from Hong Kong and Macao and an endorsement at the same time do not need to submit relevant materials repeatedly.

Requirements

Group tour: Take part in a group tour organized by a travel agency designated by the National Tourism Administration to Hong Kong or Macao.

individual travel: permanent residents in cities that offer individual travel services to Hong Kong and Macao, or non-permanent residents who meet the requirements stipulated by the State Administration of Immigration, apply for individual travel to Hong Kong or Macao.

Time limit for processing

The exit-entry administration department of the public security organ shall, after accepting the application for entry-exit permit to and from Hong Kong and Macao, issue it within 7 working days; After accepting the application for endorsement separately, it shall be issued within 7 working days. If it cannot be issued on schedule due to inconvenient transportation in the local area or special circumstances, the issuance time can be extended to 2 working days with the approval of the exit-entry administration department of the provincial public security organ.

In accordance with the relevant regulations of the State Administration of Immigration, the exit-entry administration department of the public security organ shall issue a passport or endorsement to and from Hong Kong and Macao at the place where the non-resident account is located.
