The current effective Measures for the Administration of Overseas Travel of China Citizens came into effect on July 6, 2002. Previously, there was the Interim Measures for the Administration of China Citizens' Travel Abroad at Their Own expense, which was implemented in July 1997. In addition, Article 1 6 of the Law of People's Republic of China (PRC) on the Protection of Minors, which came into effect on July12007, stipulates: "If parents are unable to perform their guardianship duties for minors due to going out to work or other reasons, they should entrust other adults with guardianship to perform them on their behalf."
